The Senior Planning and Delivery Manager will provide leadership, management, and technical direction for the delivery of Jouri’s research, monitoring and evaluation services for Syria and the wider Middle East.

Technical Design and Project Management Responsibilities

  • Lead and supervise the design and delivery of research, monitoring, and evaluation projects.
  • Support the articulation, development, and roll-out of innovative planning that reflects both professional best practice and meet the technical requirements of our clients.
  • Develop technical and analytical frameworks, Evaluation matrices and tools for awarded projects.
  • Ensure Jouri continues to deliver high quality technical and operational services.
  • Produce and communicate high quality reports, data, and analysis according to a standard format agreed with the client.
  • Produce and/or contribute timely inputs toward quality reports and deliverables for final reports, assessments, and research reports; information dissemination; and a capacity-building plan.
  • Undertake related but special assignments required by the management with regard to quick assessments, in-depth analysis of specific cases.
  • Manage the relationship with project teams, consultants and clients for the successful execution of contracts.
  • Follow up on the progress of project activities with the team, including providing quality assurance of outputs and troubleshooting where required.
  • Support in problem-solving and client management.

Planning Responsibilities

  • Once a project has been won, the position holder will meet with the Project Manager to provide support and guidance through the following:

    • Share similar and relevant tools from similar assignments.
    • Set deadlines and confirm them in Jouri’s calendar and track the progress towards the agreed deadlines.
    • Provide technical guidance on the quantitative survey approach (e.g. sample calculations).
    • Co-design the evaluation framework, providing similar examples from previous projects.
    • Provide Quality Assurance on all shared outputs (inception report, data collection tools, analysis frameworks, draft reports).
    • Conduct a post-project assessment to identify any lessons learnt and follow-up actions (training etc).
    • Oversee the writing of a project summary for use in future Business Development.
    • Review the Project folder on Box and ensure it is correctly archived for future reference.
  • He/She will meet with the Project Manager to finalise the project timeline and agree on assigned staff and resources.

  • If needed, contract project consultants and monitor services provided by consultants and suppliers to ensure that these are operating effectively, to allocated budgets and provide the best value to the company.

  • Review and approve expenses and consultant’s fees and ensure project expenses are in line with allocated budgets.

  • Manage project executive staff and ensure high effectiveness of project implementation.

  • Collaborate and provide support to other Jouri’s team members.

  • In collaboration, with the head of operations, lead the recruitment of staff for new projects as needed.

  • Monitor and ensure high performance of staff by mentoring the implementation team and supporting professional development needs.

Business Development Responsibilities

  • Maintain a cooperative relationship with all key stakeholders, including INGOS, CSOs, bilateral organisations and donor partners.
  • Prepare expressions of interest and tender proposals for commercially viable project opportunities; – Prepare the technical and financial content of proposals and expressions of interest. Preparation of technical proposals requires an analytical mindset – assessing the needs of the project and context.
  • Guide support staff in the recruitment of appropriate staff to fulfill the project terms of reference.
  • Collaborate with the BD team to drive the opportunity pipeline, including identifying bidding opportunities and advising on Go/No-Go decisions for the relevant opportunities.
  • Depending on your skills and experience, and the current portfolio, you may focus on one aspect more than another.

Qualifications and Experience

  • Clear and concise writing style in English; and in other official languages of the UN is desirable.
  • At least six years’ experience in managing research and performance management activities, including knowledge management, third party monitoring and evaluation, and learning.
  • Experience in research design, data collection methods, and conducting advanced quantitative data analysis for international development programs.
  • Excellent organization skills with strong attention to detail.
  • Ability to synthesize and present complex concepts to a non-technical audience.
  • Clear oral and written communications skills.
  • Proven ability to manage, work on, or lead an evaluation team.
  • Ability to manage and work in a team, including working with staff and partners from a wide range of backgrounds and cultures.
  • Time management skills and an ability to prioritize in times of heavy workload.
  • Excellent IT skills, including the high level of competence with Microsoft Office
  • An understanding of the planning, budgeting, and execution needs of research, monitoring and evaluation, strategic planning and capacity building projects
  • Post-graduate degree and academic credentials or equivalent experience.
