Position Summary

The Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for the Agency and has primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. This entails:

  • Ensuring the technical integrity of Agency and Mission strategies.
  • Providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment.
  • Managing numerous research and field support programs.
  • Monitoring and reporting on the impact of the Agency’s HIV/AIDS program.

The Supply Chain for Health (SCH) Division provides strategic and technical leadership on supply chain issues to ensure adequate quantity and quality of essential commodities for people affected by HIV/AIDS and related infections. SCH is responsible for managing the largest public health supply chain in the world. Specifically, the Division is responsible for:

  • Operating a sustainable central procurement operation and managing the supply chain for HIV/AIDS commodities. This includes procuring and distributing pharmaceuticals and other commodities needed to provide care and treatment of persons with HIV/AIDS and related infections.
  • Providing technical support and leadership to USAID Missions in strengthening partner country capacity to ensure a safe, secure, reliable, and sustainable supply chain system.
  • Providing technical assistance to support country and regional supply chain programs.
  • Coordinating with other US Government agencies, international organizations, and donors to provide global leadership on supply chain issues.
  • Providing rapid response in emergency situations and potential stock-outs
  • Tracking and reporting the HIV/AIDS Working Capital Fund.
  • Administering the Agency Antiretroviral and Rapid Test Kit approval lists.
  • Administering the “restricted commodities” approval of pharmaceuticals and “clearance” authority on source-origin waivers under Agency regulations.

The Senior Performance Data Analyst is a critical member of the SCH team and will play an important role in ensuring that the US Government’s investments in the fight against HIV/AIDS are being used effectively and efficiently. SCH leadership will be looking to the incumbent to rationalize contract performance standards, indicators and data to enable data driven, agile decision making and to improve contractor performance.

Responsibilities

  • Work with a broad range of USAID implementing partners to develop, define, and categorize key performance indicators.
  • Develop a detailed understanding of the data of the USAID’s global health commodity supply chain.
  • Gather, build on and document institutional knowledge about the data being generated by USAIDs’ global commodity supply chain.
  • Develop analyses to assist Headquarters and Mission staff to manage contract performance.
  • Conduct data validation and profiling exercises
  • Working with SCH and OHA leadership, lead the development and presentation of visualizations and analyses using USAID’s global supply chain and country data and other data sources.
  • Foster a learning environment within the SCH Division through targeted dissemination of global health commodity supply chain and in-country data and analyses.
  • Socialize performance standards and indicators through training and technical discussions and encourage utilization of analytics tools.
  • Assist with responding to data requests internal to USAID and from the general public and other organizations outside of USAID, in compliance with the Agency’s open data policy.

Qualifications

  • Masters degree and a minimum of 8 years of relevant experience, or bachelor’s degree with 10 years, Associate’s degree and 12 years relevant experience OR High School graduate and 14 years of relevant experience
  • Experience in program monitoring, evaluation, and strategic information, data management, and relevant communication. Experience in international or resource-poor settings and experience with HIV/AIDS and/or supply chain programs is preferred.
  • Ability to shape broad analytic requests, summarize appropriate data and produce compelling data visualization products using programming languages (R or Python), data visualization software (Tableau, PowerBI), or spreadsheet processing software (Excel, Google Sheets).
  • Knowledge of the cultural, environmental, social, economic, and other factors that influence the planning, implementation, and evaluation of global health programs in developing countries
  • Knowledge of USAID programming processes, the foreign assistance framework and uses and purposes of USAID health funding preferred.
  • Strong analytical skills, with an ability to think logically to promote positive change; derive strategic, executive insights and recommendations that are well-supported from detailed analyses; use mature, discerning judgment.
  • Ability to communicate, both orally and in writing, to make clear, convincing presentations; ability to explain and justify recommendations to program administrators and to interact with high level officials and representatives from public and private public health organizations.
  • Ability to work independently with light technical supervision.
  • Strong interpersonal communication and excellent oral presentation and writing skills.
  • Willingness to travel up to 30% to developing countries
  • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required
