Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

This role sits within the IFRC Regional Office based in Kuala Lumpur, covering 38 National Societies, 11 IFRC Country Cluster Delegations and Country Cluster Delegations.

Job Purpose

The regional Senior Protection, Gender and Inclusion (PGI) Senior Officer provides institutional, technical, strategic, coordination and operational support in the area of protection, gender and inclusion to the IFRC Regional Office, Country Delegations, Country Cluster Delegations as well as the National Societies in Asia Pacific Region. This support is provided in line with the IFRC PGI policy and PGI framework, as well as other relevant Red Cross and Red Crescent Policies and Guidelines on PGI supporting integration of PGI in community and longer-term programming; emergencies and protracted crises; advocacy and diplomacy; and capacity strengthening at all levels.

The regional Senior PGI Officer works as part of a global and regional PGI team supporting Asia Pacific regional PGI coordinator, based in Kuala Lumpur office, to strengthen regional and global PGI strategies, implementation and coordination, concerning institutional PGI, PGI in emergencies and PGI partnerships and learning. The role also provides support for the IFRC’s targets on Women as Humanitarian Leaders initiative in the region.

The Regional PGI Senior Officer provides tailored technical and operational support to IFRC and National Societies in the Asia Pacific region through strengthening institutional PGI development, including PGI mainstreaming and focused actions in emergency operations and long-term programme, close collaboration and coordination other IFRC units to ensure coherence and integration across the federation. Senior officer will also support regional PGI coordinator on RCRC movement internal and external coordination and collaboration.

Job Duties and Responsibilities

INSTITUTIONAL PGI

  • Development of contextualised material on PGI for the Asia Pacific region, ensuring that training and capacity strengthening materials are based on PGI policy and framework
  • Design and facilitate tailored capacity trainings on PGI for National Societies’ staff and volunteers.
  • Supporting NSs in Organizational Assessment
  • Support the design and implementation of national or context-specific assessments
  • Support PGI focal person network as a platform for learning and sharing, and ensure access to and engagement with IFRC tools, policies, guidance and initiatives
  • Set up coordination platform for PGI regional network, including regional material bank
  • Set up regional monitoring system to follow identified priority areas, targets and related development
  • Provide national societies technical support with PGI related policies, guidance and taking those into practice.
  • Provide technical support to IFRC delegations with implementing PGI programs, and Prevention of sexual exploitation and abuse (PSEA) material and training
  • Support Women in Leadership in Asia Pacific, in particular coordination of peer network
  • With support of coordinator, coordinate with Membership Services, in particular collaboration with education and volunteer support and linkages with PGI

PROGRAMMATIC

  • Support PGI coordinator in provision on technical support in integration of and mainstreaming PGI in emergency operation planning
  • Ensure that IFRC delegations have the tools and support needed to include PGI in their programmes and operations.
  • Conduct PGI training and support workshops where requested by NSs or the PGI Coordinator
  • Develop practical material supporting taking PGI in emergency tools in practice, as per identified needs
  • Support to national societies in planning and implementation of PGI specific activities, including SGBV, Child Protection and Disability Inclusion
  • Support societies to more accurately collect sex and age disaggregated data
  • Conduct field support and monitoring visit as planned in cooperation with PGI coordinator, IFRC delegations and National Societies

PARTNERSHIPS, COORDINATION AND LEARNING

  • Support the PGI networks in AP (see institutional PGI)
  • Support SGBV collaboration with ICRC
  • Represent IFRC in PGI network as requested by PGI coordinator
  • Develop PGI advocacy and communication materials in cooperation with communications
  • Produce and compile case studies including lessons learned and good practices from IFRC operations and Asia Pacific National Societies’ PGI activities
  • Support strengthening systematic PGI PMERL
  • Support development of advocacy materials and best practice case studies on PGI programming as needed
  • Support PGI coordinator with preparing and submitting funding proposals to donors for PGI related work
  • The Senior Officer may represent the IFRC at various levels, including inter-agency networks and with external partners.

Education

  • Relevant university degree or similar professional qualification (gender, international relations, human rights, etc.) or a first-level university degree combined with extensive relevant experience

Experience

Required

  • At least 5 years’ experience in Protection, Gender and Inclusion mainstreaming or standalone programming in humanitarian context, including proven track record in leading and delivering tools, and technical advisory outcomes
  • Possesses a broad understanding of global humanitarian issues and international humanitarian standards for Protection, Gender and Inclusion in disaster response.
  • Possesses working knowledge of Gender and Diversity issues in humanitarian and development settings, specifically in the context of Asia Pacific Region

Preferred

  • Experience with the Red Cross / Red Crescent
  • Experience with other international organizations, large NGOs and/or governmental development agencies

Knowledge, Skills and Languages

Required

  • Ability to facilitate trainings and workshops on technical matters
  • Good analytical skills
  • Ability to multi-task and work under pressure
  • Ability to deliver multiple activities with a degree of diversity; ability to create integration across these activities
  • Ability to complete tasks with minimal supervision
  • Ability to work on MS applications e.g. Word, Excel and PowerPoint
  • Ability to facilitate trainings and workshops on technical matters

Required

  • Fluent spoken and written English.

Preferred

  • Good command of another IFRC official language (French, Spanish, or Arabic).
