Senior Officer, Medical Procurement

Procurement:

  • Responsible for the procurement activities related to the medical supplies for programmes supported by IFRC Country Delegation, and for ensuring that purchased items are both cost-efficient and of high quality.

  • Responsible for following and enforcing the IFRC Medical procurement policies and procedures, as defined in the IFRC Procurement Manual.

  • To ensure that all purchased medical items are of IFRC standard and fit for the purpose and have appropriate inspection certificates if required.

  • To carry out all medical procurement transactions of goods and services ensuring compliance with the IFRC standard procurement procedures and processes while maintaining a full audit trail.

  • To identify and maintain an updated supplier information database for regularly purchased medicines and medical items and remain informed of local market conditions and changes.

  • Prepare and present procurement files to the Local Committee of Contracts (LCoC).

  • Prepare goods and services contracts keeping in view IFRC standards and requirements.

  • Upload contracts to the e-Contract system for necessary approvals at the country and regional level.

  • Ensure complete compliance with donor and IFRC audit requirements and maintain all procurement files complete and up to date at all times in SharePoint as per the IFRC filing structure.

  • Liaise/follow up with suppliers and service providers regarding the delivery of medical supplies and keep all parties informed of any changes in a timely manner.

  • Ensure all existing or new medical supplies procurement contracts are completed through a transparent tender process and ensure all the contracts are drafted, reviewed, and approved before the contract start date.

  • To produce regular, timely, and accurate narrative and financial reports for the IFRC and donors as and when needed.

  • Produce timely and accurate reports (statistics and analysis), and provide input to the regional global procurement report, as and when needed.

  • Be a part of the Medical Procurement Committee of the PRCS and liaise with departments of Health and Procurement of the NS and collaborate where appropriate.

  • Maintain close coordination and liaison with the IFRC Regional and Headquarters Medical Logistics/Procurement unit, to seek advice on procurement processes.

  • To ensure the compliance of IFRC medical procurement procedure/manual in the procurement of national society.

  • To keep track record of all the procurements, related to the medical items in the procurement tracking sheet and update the senior management on all ongoing and completed procurements.

  • Assist in the coordination of drawdown and distribution of Pharmaceutical and Medical Supplies.

  • Ensure physical inventory is done periodically and verify with the PRCS Pharmacist that the stock delivered is correct in terms of quantity, strength, etc. of products being distributed.

  • Ensure good practices of medical warehouse are in place in PRCS.

  • Education

  • University Degree in Pharmacy, Supply Chain, Logistics, or a related field, or an equivalent combination of education and experience with a minimum of 5 years of experience working in the Medical logistics field.

  • Proven experience in similar roles of medical procurement and supply chain.

    Experience Required

  • Red Cross / Red Crescent experience

  • At least 5 years of field experience in humanitarian relief and development programming

  • Experience in managing medical supplies procurement,

  • Familiarity with donor-funded international organizations and donors.

  • Demonstrated previous experience in working with multiple partners and stakeholders.

  • Strong demonstrable experience in coordination.

  • Proven abilities in decision-making and problem-solving – abilities to foresee various options and objectively assess the viability of these options.

  • Strong teamwork, communication, and cooperation skills.

  • Ability to maintain an overall positive attitude in the face of adversity.

  • Open to change and ability to manage complexity.

  • Ability to multitask effectively and manage competing priorities in a demanding environment.

  • Knowledge and Skills

  • Self-supporting in computers (Windows, spreadsheets, word-processing)

  • Skills in training and developing staff.
