JOB SUMMARY:

The Senior Officer, Global MEAL works as part of the International Medical Corps MEAL Department at headquarters, will contribute to organizational development and strengthening of MEAL systems in the organization. Particularly, by the implementation of the MEAL Manual, standards, global data collection and reporting systems, and by coordinating the capacity building webinars with the Advisors and Director, Global MEAL. The Senior Officer, Global MEAL will work closely with the International Medical Corps staff at headquarters to ensure the highest quality standards are established and adhered for global reporting. The Senior Officer, Global MEAL is responsible for supporting the development and harmonization of effective monitoring, evaluation, accountability, and learning systems, supporting capacity building and training activities on MEAL topics; ensuring coordination with all country missions for the collection of global country report (GCR) data; and promoting the development, adaptation, testing and mainstreaming of good practice in data collection, management, analysis, and dissemination.

MAIN TASKS AND RESPONSIBILITIES

Organizational Level
• Contribute significantly to the team’s efforts to update minimum MEAL standards, competency framework, and good practices in MEAL documents; contribute to updating manuals, user aids, and training materials for field staff.
• Follow up with Advisors, Global MEAL on the implementation of strategy documents such as global MEAL strategy, MEAL Minimum Standards, MEAL Competency Framework, and strategy for remote monitoring to ensure results management, accountability, and evidence building in high threat environments.
• Support country teams with their processes for data collection, compilation, analysis, and use of data to orient programming.
• Coordinate global reports, such as GCR, COVID19 Framework and others, including review of data, and development of indicators jointly with MEAL and Technical Unit (TU) and distribution for the review.
• Liaise with the field in finalizing the data and provide technical support to the country missions in entering the data in the DHIS2 system.
• Responsible for the consolidation of global data and analysis of data for the regional and board meetings and annual report, based on the GCR.
• Support in developing infographics for various sectors, regions and platforms.
• Provide Communications Department the final data and reports to share the organizational achievement with colleagues in the organization and/or externally.
• Coordinate systems building activities and strengthening of standards through work with MEAL team and TU colleagues on updating/creating: i) the Global Indicator Bank; ii) the definitions GCR indicators; iii) Tool Catalogue; iv) MEAL Manual; v) Donor Guidance and other related tasks/tool development.
• Support MEAL teams’ efforts for implementing data management systems and transitioning from existing country-specific data management systems to the global system (DHIS2). This includes providing specific support to countries for their MEAL and data management systems and leading on DHIS2 business requirements gathering for all field implementation.
• Lead on updating the SharePoint section of MEAL department.
• Support field teams and Advisors, Global MEAL on the roll out and implementation of Satellite-based Tracking and Remote Monitoring (STARM) System.
• Develop and maintain global dashboards for COVID-19 and other activities in PowerBI.
• Act as a gateway between field missions and DHIS2 on the development and implementation of DHIS2 and other systems.
• Liaise any changes about GCR, COVID and other reports to DHIS2 team and carry out user acceptance test for new development and changes before they are moved from pre-production to production server.
• Support MEAL team in all administrative tasks.
MEAL Support to Program
• With the support of Advisors, Global MEAL coordinate and harmonize monitoring, evaluation, accountability, and learning mechanisms and practices in the field of Health and Nutrition, Mental Health and Psychosocial Support, Child Protection, WASH, Non-Food Items and Gender-Based Violence, for the Country Offices.
• Support to harmonize data collection tools, monitoring checklists and supportive supervision mechanisms across all countries.
• Determine the appropriate data collection tool based on the purpose, advantages and disadvantages of mobile data collection techniques.
• Support in designing simple and complex questionnaire using XLS or form builder (Kobo form builder, Ona form builder, etc.).
• Act as the MEAL HQ focal point for International Medical Corps assigned countries, provide technical support to field teams for MEAL related activities.
• Provide technical support for design, implementation, and analysis of periodic quantitative and qualitative data collection activities, including baseline and end of project assessments for the assigned countries.
• Assist the assigned country teams in data analysis, report writing, and presentations based on needs. Per request, cover for Advisors, MEAL in providing technical support to field teams for MEAL related activities.

Program development
• Maintain a repository of multi-sectoral needs assessment and situation analysis tools at IMC’s online platform.
• Support to field team with developing the results framework, theory of change, logframe and MEAL plan including indicators for existing and new projects.
• Provide technical input and quality assurance review for all reports and proposals to meet donor and International Medical Corps’ requirements.

Capacity building and Human Resources
• Update the MEAL training module on a regular basis based on needs identified from the field.
• Coordinate the design of training curriculums with MEAL Advisors and roll out of trainings for IMC and partner staff based on universally accepted and/or country protocols.
• Coordinate the MEAL Community of Practice, including maintaining an updated list of M&E focal points and CoP members, work with MEAL colleagues to design annual CoP plan, organize session invitations and platform, design & facilitate CoP sessions as needed, disseminate learning tools.
• Facilitate training of HQ and field colleagues on data management solutions, such as DHIS2, Ona.
• Lead the process of updating MEAL-related training on WeLearn.

Quality improvement
• Update MEAL processes and related tools that support quality assurance for key program areas in collaboration with sector technical specialists.
• Promote the development, adaptation, testing and mainstreaming of good practice in needs assessment, project design, and implementation and monitoring.
• Manage the dissemination of results and briefings in full collaboration with IMC’s Technical Unit staff for improved decision making.
• Work with teams to ensure that lessons learned from project evaluations are integrated into new proposals
• Contribute to organizational learning and knowledge management activities, including maintenance of MEAL sections on an online platform.

Knowledge Management and Learning
• With the support of MEAL team at HQ update existing KML mechanisms and processes for the organization
• Establish basic learning systems that incorporate program studies’ findings, lessons learned, achievements and gaps, and develop all the tools required to support learning practices.
• Follow up with Advisors, Global MEAL to ensure that internal reviews and lessons learned workshops are organized according to the global KML guidelines.

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS
• Typically, a Bachelor’s degree in epidemiology, M&E, evaluation, social sciences, public health, statistics, or international development. Equivalent combination of relevant education and experience may be substituted as appropriate. A master’s degree is preferred
• Typically, 4+ years of applied experience in designing, implementing, including 2+ years overseeing MEAL tasks with humanitarian organizations in developing countries (Africa, Asia, Middle East).
• Background in MEAL, project management, participatory planning, , epidemiology, public health, and/or health information management strongly preferred.
• Experience with handling organizational level data and reporting.
• Familiarly with MEAL requirements for all major donors such as USAID, BHA, OFDA, ECHO, EU, DfID, UN, etc.
• Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and the ability to respect and maintain confidentiality.
• Demonstrated competency in database management preferably DHIS2 and other tools for information management.
• High level proficiency in PowerBI, Venngage and other similar software.
• High level proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and Teams.
• Experience using at least one statistical package for complex data analysis, such as EPI-Info, SPSS, R, and/or STATA;
• Experience with m-health solutions and knowledge of Health Information Systems such as DHIS2 an asset.
• Possess the skills in mobile data collection software such as Ona, Kobo ToolBox.
• Fluency in written and spoken English is essential. French, Spanish or Arabic is preferred.
• Willingness and ability to travel to International Medical Corps project sites in the assigned countries, including traveling to insecure environments, is required.
