General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Senior Nutrition Officer is responsible for the oversight of the direct implementation of GOAL’s nutrition activities in Northern Syria. The Senior Nutrition Officer, together with the Nutrition Field Officers and other members of the Nutrition team, will develop the key messages to provide technical support to beneficiaries to contribute to the reduction of malnutrition and the realisation of positive nutrition outcomes for the projects. The aim is to build capacity in people which will allow them to understand the causes, prevention methods and treatment of malnutrition for U5s and PLW, at household level. The Senior Nutrition Officer will also be responsible for ensuring nutrition service mapping in GOAL and its partners area of operation is updated regularly. The Senior Nutrition Officer in coordination with the Nutrition team will use the referral mechanism between GOAL’s other programmes e.g. food security and nutrition and between GOAL and partners or external actors.

The Senior Nutrition Officer will report to the Nutrition Manager and will be responsible for ensuring project activities are achieved within agreed timeframes, budgets and according to GOAL’s standards and donor regulations. He/she will contribute to robust process and impact monitoring and support the adaptive management of the nutrition programme.

Duties, objectives and competencies:

Coordination:

  • With assistance from theDeputy Field Programs Coordinator and Nutrition Manager liaise with other GOAL departments e.g., logistics, food security team to ensure efficient implementation of activities
  • Coordination with the heads of councils and camp managers to maintain contact with stakeholders in order to coordinate the team’s activities and facilitate their work during implementation.
  • Network and represent GOAL’s nutrition related activities with other agencies as directed.
  • Supervising the activation of project activities in the field, by conducting regular field visits for monitoring and supervision to ensure the quality of services and accurate data.
  • Work with the nutrition team to solve all problems and difficulties related to the project.
  • Conduct daily and weekly team meetings to ensure coordination of movement plans.
  • Follow up on the teams’ work plans including work hours, vacations, and absences, and preparing work schedules for them.
  • Raise procurement requests according to project needs and coordinate with the logistics department with close follow up until materials are received.
  • Follow up on the project materials and inventory on a monthly basis and submit a report on it.
  • Contribute to the development of a procurement plan for the Nutrition program.

Technical:

  • Conduct service mapping of local health actors for referral of acute cases, in coordination with the Nutrition Manager.
  • Develop, test and disseminate key tailored messages that will support improved maternal and child feeding and care practices in the community
  • Develop communication products (leaflets/SMS messages/Telegram messages/community announcements as appropriate) on nutrition topics and GOAL’s nutrition activities in coordination with the Nutrition Manager.
  • Develop context specific training material on nutrition topics including, but not limited to, identification of acute malnutrition at home and the appropriate actions to take if malnutrition if identified, Infant and Young Child Feeding practices, positive health practices, and more as needed and relevant to the program activities and objective in line with the Nutrition Manager and Coordinator.
  • Provide the team with technical trainings as needed.
  • Support MEAL team with coordination and implementation of their activities. And work with the MEAL team to provide nutrition outcome questions on the distribution/activity and post-distribution/activity monitoring, as agreed with the Nutrition Manager and Coordinator.
  • Assist the Nutrition Manager in evaluating the performance of the nutrition team and the quality of services provided. In addition to suggesting developments, suggesting new topics based on community and stakeholder feedback
  • Carry out learning lessons sessions with the team to ensure feedback and assessment is continuous throughout the project cycle.
  • With assistance from nutrition manager provide technical support to GOAL partners working on nutrition to ensure partner activities are in line with GOAL processes and requirements
  • Contributes and maintains all tools and SOPs related to the program.

Reports:

  • Ensure that all relevant information is collected for reporting purposes on a timely basis, and compile regular monitoring reports, as agreed with the Nutrition Manager
  • In liaison with Nutrition Program Manager ensure timely request for monthly activities through raising all relevant finance/logistic related paperwork as well as follow ups where necessary
  • Ensure registers and TORs for nutrition activities are in place
  • Ensure that all relevant information is collected for reporting purposes on a timely basis, process data using the respective systems (COMM Care, Excel, and Power BI where needed), and compile regular program reports, as agreed with the Nutrition Manager (SR officer). Ensure the indicators tracker is updated monthly.
  • Routine data analysis to report on trends, identify gaps or challenges to service delivery, and report
  • Keep a record of all nutrition documents and work on archiving all related files on SharePoint.
  • identify issues, recommendations, and action plans to improve the quality of services; Send weekly report to Nutrition Manager
  • Submit reports on completed tasks as requested by the supervisor
  • the Nutrition Manger.
  • Other related tasks at the request of the program manager

Other:

  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered to
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • of guidance, Programme and implementation SOPs and outreach materials as appropriate

Requirements (essential)

  • Minimum of 3 years experience at leading or managing a team
  • Bachelor’s degree in relevant field (nutrition, health, pharmacy, or related relevant degrees)
  • Has experience in nutrition and/or community health work within the Syrian context
  • Proficient with MS Office package (Word, Excel, Powerpoint,etc.)
  • Good communication skills (written, spoken), including writing skills in English and Arabic
  • Demonstrated monitoring and evaluation skills with experience conducting nutrition assessments.
  • Confident presentation and facilitation skills, proven record in provision of trainings.
  • Willingness to live and work in Idleb or Aleppo, Syria at least five days a week

Requirements (desired)

  • Experience of working in Syria, knowledge of Aleppo and Idleb a distinct advantage
  • Enthusiastic, flexible about working long hours and keen to work hard to achieve the objectives of the programme
  • Ability to work well and punctually under pressure
  • Soft Skills in coordination and networking with stakeholders including local government, nutrition sector actors, NGO partners and community leaders.
