SENIOR NON-FORMAL EDUCATION ADVISOR, YEMEN

CARE seeks a Senior Non-Formal Education Advisor (Advisor) for the anticipated USAID-funded ‘USAID My Education (Taleemi) Activity’ in the Republic of Yemen Government Controlled Areas of Yemen, which will improve access to and quality of non-formal education in the Republic of Yemen Government (ROYG) controlled areas of Yemen.

The Advisor will manage technical project components and partnerships with youth and education agencies. Specific areas of technical focus will include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building resilience capabilities and assets, and strengthening pathways between non-formal and formal education for out-of-school children and youth. The Advisor will lead technical advising, capacity strengthening, and partnerships.

This activity is expected to be a five-year program in the $20 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project awards and funding. National and international candidates are encouraged to apply. This position will be based in Yemen which is an unaccompanied post location.

Responsibilities:

• Provide technical leadership, ensuring quality in overall approach and project activities. Ensure that all assistance provided is technically sound and appropriate to meet Activity objectives.
• Guide project components focused on non-formal education, including inclusive education, programming for older children and youth, teaching and learning materials development, assessments, and teacher professional development.
• Ensure that GESI principles and local capacity strengthening are fully integrated into implementation.
• Coordinate education-focused initiatives, including advisory groups, knowledge dissemination, and events for international awareness.
• Lead on systems strengthening, reform, and institutional capacity development. Enhance field staff and partner capacity through training and resource development.
• Develop communication products and materials to inform donors and communities about the Activity and effective youth inclusion and non-formal education practices.
• Engage with key stakeholders, including USAID, on youth and education inclusion trends.
• Support other Activity leadership to promote inclusive approaches across project components.
• Collaborate with MEL team to monitor, evaluate, learn and adapt the Activity throughout implementation.

Qualifications:

• Master’s degree in education, political science, international development, sociology, public policy, gender studies, or related field.
• 6-8 years of experience in non-formal education, inclusive education, youth leadership and engagement, programming for older children and youth, teaching and learning materials development, assessments, and teacher professional development.
• Demonstrated technical expertise and understanding of USAID policy on youth empowerment.
• Expertise in systems strengthening, reform, and institutional capacity development.
• Experience working in Yemen and/or the Middle East and North Africa (MENA) region highly preferred.
• Experience in assisting with recruiting, developing, and managing staff and teams.
• Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.
• Fluency in English required (spoken and written), knowledge of or professional fluency in Arabic highly preferred.
• Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
• Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
• Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
• Ability to travel within the country as required and as security conditions allow.
