Overview

Position Summary: Creative Associates seeks a Senior Non-Formal Education (NFE) Advisor for the anticipated USAID-funded My Education (Taleemi) Activity in the Republic of Yemen Government Controlled Areas of Yemen, which will improve access to and quality of non-formal education for out-of-school children and youth. The Senior Non-Formal Education Director is responsible for the overall planning, implementation, and management of the technical component of the project across all required subject areas, as well as the achievement of the goals and objectives of the education component of the project in a timely and cost-effective manner.

Responsibilities

Primary Responsibilities:– Provide strategic leadership and coordination of program activitiesfocused on the education sector for out-of-school children and youth, with particular attention to girls and children with disabilities.

  • Collaborate closely with the Chief of Party and Deputy Chief of Party to provide technical leadership and expertise to ensure the fulfillment of deliverables in the education component of the project.

  • Monitorthe goals and objectives of the education component of the project toassure progress towards successfulimplementation.

  • Ensure education activities are gender-responsive and are respectful of student diversities.

  • Regularly interact with the Ministry of Education, local partners, private sector, and other humanitarian and development organizations to enable effective collaboration and cooperation within the education sector.

  • Manage performance and provide mentoring, coaching, and training to staff and local organizations.

  • Build relations with key education stakeholders and actively collaborate with USAID to effectively support program implementation and address operational and programmatic questions and challenges.

  • Demonstrate an understanding of current best practices in nonformal education, including basic literacy and numeracy, accelerated learning, self-paced learning, and distance learning models and disseminate key learnings to relevant stakeholders.

  • Effectively apply the USAID Collaborating, Learning, & Adapting (CLA) and adaptive management approaches to promote innovation, improved methodologies, and project implementation.

  • Ensure that results-oriented program components produce high-quality deliverables and maintain relevant and timely reporting.

  • Manage education partners to ensure they deliver quality services on schedule; and

  • Ensure synergies and cohesion between the various components and activities of the project.

Qualifications

Required Skills & Qualifications:

  • An advanced degree in education or a related field
  • At least 5 years of recent experience of progressively increasing responsibilities in complex management roles in the education sector.
  • Experience working in Yemen is required.
  • Experience and expertise in non-formal education programming; experience in crisis and conflict settings preferred.
  • Demonstrated knowledge and application of relevant USAID policies and strategies, including USAID’s Education Policy; Gender Equality and Female Empowerment Policy; Youth in Development Policy; and Collaborating, Learning, and Adapting-Framework.
  • Experience in and commitment to creating equal education opportunities for girls, children with disabilities, and other children at risk of discrimination or marginalization.
  • Ability to cultivate effective working relationships with government officials, civil society organizations, education/training institutions, private sector actors, implementing partners, international donors, and other stakeholders.
  • Proven ability to adapt and innovate programming around real-time project barriers.
  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA) and overseeing MEL activities on donor-funded projects.
  • Experience advancing equity and inclusion of women, youth, internally displaced persons, people with disabilities, and other marginalized groups.
  • Professional fluency in written and spoken English and Arabic required.
