Objectives

Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring a Senior M&E Systems Expert to work as a part-time consultant for its Ankara-based project team, providing Monitoring and Evaluation Technical Assistance to the EU’s Facility for Refugees in Turkey (SUMAF).

The Context

In 2016, the EU launched the Facility for Refugees in Turkey to allow for effective and efficient mobilisation of EU assistance to address the needs of refugees and the host communities in which they live. The EU continues to support refugees in Türkiye also beyond the Facility. It mobilised supplementary humanitarian support in 2020 and ensures the continuation of key Facility interventions under an additional allocation of €3 billion for the period of 2021-23. Over 140 large projects cover a range of areas including health, education, basic needs, protection, livelihoods, municipal infrastructure and migration management.

The SUMAF project supports the EU Delegation in Ankara and DG NEAR in Brussels with monitoring of the performance of the EU’s support to refugees in Türkiye. As part of this work, it implements an overall portfolio monitoring and reporting system, conducts regular project review missions and provides M&E advisory and capacity-building services to the project implementing agencies.

The Position

The purpose of this position is to support the overall operation of the Facility monitoring and reporting systems. This involves the effective implementation of its related data management systems to ensure timely and effective performance analysis and reporting related to the Facility and to contribute to the development and operationalization of SUMAF’s integrated data, information and knowledge management systems.

This is an exciting opportunity for a highly experienced senior professional to work with a very dynamic team in close coordination with the EU Delegation in Türkiye and the Facility Secretariat in Brussels to implement EU support to the Government of Türkiye in responding to the world’s largest refugee crisis.

Key Tasks

The role of the expert will be the following:

  1. Managing the Quarterly Reporting process from Implementing Partners (IPs), including organisation of the Implementing Partner Reporting Group (IPRG) meetings;
  2. Providing support to the Key Expert (KE) 2 and SUMAF sectoral specialists (the Priority Area Leads) in the collection and management of the Results Framework (RF) indicator data;
  3. Coordinating the production of the Facility Monitoring Reports and other monitoring reports requested by the EUD (in collaboration with the Priority Area Leads and under the technical supervision of the Team Leader (TL);
  4. Supporting the periodic review and refinement of the RF (supported by the TL) and all related documents and tools;
  5. Supervising the functioning of SUMAF’s Helpdesk and the development of guidance materials and events for IPs (supported by the Facility Monitoring Officer and the Data Management Officer) and maintaining close links to the IPs regarding their M&E systems;
  6. Provision of technical advice to IPs and the EUD on project Logframes and M&E system designs;
  7. Coordinating the development and implementation of indicators’ data quality assessments (in collaboration with the Priority Area Leads);
  8. Provision of inputs to the further development and effective utilization (by all intended users) of SUMAF’s online database (Data Management System – DMS);
  9. Provision of technical advice and inputs to the development and delivery of SUMAF’s M&E capacity building work; and
  10. Provision of technical advice and inputs to the dissemination of Project Results.

The expert will also be the line manager of the Facility Monitoring Officer and the Data Management Officer.

The consultancy input will start on 15 January 2024 and run until 31 December 2024. An indicative number of 220 man-days is allocated for the expert.

The expert will be permanently based within SUMAF’s office in Ankara, Türkiye.

Requirements

Key Skills and Qualifications

  • A bachelor’s degree or higher;
  • At least 8 years of professional experience in development programmes/projects (identification and planning; implementation, monitoring and evaluation) in a range of sectors.
  • At least 5 years of experience on a full-time basis in the design and implementation of M&E systems for medium to large scale development programmes/projects;
  • Extensive experience in the development, utilisation, and management of relational databases;
  • Extensive experience in managing and analysing large data sets; and
  • Excellent command of spoken and written English.
