Job Title: Senior Monitoring Specialist

Department/Location: Bamako, Mali

Reports To: Chief of Party or other personnel as designated

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview: IBTCI is currently seeking a Senior Monitoring Specialist for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events. This position is contingent on award and is open to third country nationals and local nationals only.
Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Design, manage, and coordinate the technical aspects of the performance monitoring and operational context monitoring portions of the contract.
  • Serve as lead on design and implementation of all monitoring activities for third party monitoring, public opinion polls, beneficiary surveys and assumption and risk tracking.
  • Use a range of different data collection methods, including new technologies, to meet various monitoring needs of USAID staff, provide and data analysis services.
  • Oversee and coordinate all activities related to the TPM component and for ensuring production and completion of quality reports, in conformance with this SOW
  • Draft implementation schedule and data collection tools.
  • Lead design of data collection toolkit and training materials.
  • Provide technical direction to staff and field monitors, assess and build capacity as needed including orientation, refresher training and after action reviews.
  • Establish multi-level systems to ensure data quality.
  • Be the point of contact for IP coordination and communication.
  • Analyze performance and context monitoring data to extrapolate relevant information and provide written and oral briefings to USAID to inform management and adapt interventions.
  • Review primary and secondary performance data.
  • Present findings to USAID, IPs, Government of Mali and other stakeholders as required.
  • Other duties as assigned.
    Qualifications

Minimum Requirements:

  • At least 8 years of relevant prior experience evaluations preferably in Africa. At least 5 years of project management experience.
  • Demonstrated experience in indicator development, data collection and analysis, and/or performance monitoring and reporting.
  • Strong quantitative and qualitative analysis skills.
  • Demonstrated experience in leveraging performance monitoring data for improving ongoing project management.
  • Experience in designing and field testing surveys and other data collection instruments.
  • French Level III (General Professional Proficiency) and English Level III (General Professional Proficiency)

Preferred Knowledge, Skills and Abilities:

  • Project or program management, with remote management experience a plus.
  • Previous experience on a USAID-funded award.
  • Development and oversight of monitoring, evaluation, and learning systems for clients.
  • Prior experience working in Mali preferred.

Education: Master’s degree in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance.

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibilities: This position does have supervisory responsibilities.

Travel: Domestic and international travel may be required and may include travel to fragile and/or conflict-prone zones.
