Overview:

IBTCI is seeking an experienced Senior MEL Specialist to serve as key MEL expert on the forthcoming USAID Laos MEL support platform project. This project is envisioned to support USAID’s mission in the evaluation and assess completed projects in Laos, and it is anticipated to be a single-country award with activities in Laos.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • The Senior MEL Specialist’s responsibility will be to provide support, leadership and technical expertise to the overall development and operationalization of the Mission’s planned MEL strategy which includes integration with the knowledge management activity and M&E findings related to the operational environment, monitoring, and evaluation.
  • The position will support the COP in the completion of the MEL and data management tasks within the scope of work for the MEL platform, including third-party monitoring, GIS and data management, analytics, and support to USAID mission staff and IPs on urgent requirements.
  • MEL Specialist will supervise mid and junior-level staff on the project team. The position may have some oversight over short-term consultant staff.
  • This Senior MEL Specialist must oversee and participate in evaluations and assessments throughout the contract. They will be responsible for organizing and managing all monitoring tasks.
  • The Senior MEL Specialist will also serve as evaluation team leader for some evaluations conducted under this contract. They must also contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols,data verification techniques, and other technical evaluation and analytical tasks conducted under this contract. They will also be responsible for the design, quality, development, and
    completion of all assessments, analytical reports, and evaluations.

Qualifications

Minimum Requirements:

  • A minimum of 10 years of progressively more responsible experience leading the monitoring, evaluation, and analysis of donor development projects.
  • Demonstrated expertise in facilitation and training in large, formal settings and
    strong interpersonal skills for coaching and mentoring in informal settings.
  • Experience in design and implementation of evaluations of development interventions.
  • Experience in design and field testing of data collection instruments (e.g. questionnaires and
    interview guides) and in advanced research methods and sampling.
  • Experience in design for M&E systems, data quality control and reporting for projects and
    programs.
  • Previous substantive experience working on an evaluation team.
  • Familiarity with required USAID MEL policies and procedures, USAID CLA guidance and tools.
  • Proven ability to manage a team.
  • Strong interpersonal and oral communication and presentation skills.
  • Fluency in writing, speaking, and reading English is required.

Education:

  • Bachelor’s Degree in a relevant field such as international development, project management, statistics, or economics. Master’s Degree preffered.

Preferred Knowledge, Skills and Abilities:

  • Experience providing MEL support to USAID-funded projects is strongly preferred.
  • Previous experience serving as evaluation team leader is highly desirable.
  • Knowledge of local language is desirable.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: This position will be based in Laos. Short in-country travels may be required.

Work Authorization: Candidate must be able to obtain work authorization in Laos.
