Overview of position:
Established in 1951, our client is a related organization of the United Nations & as the leading UN agency in the field of migration, works closely with governmental, intergovernmental & non governmental partners. They are dedicated to promoting humane & orderly migration for the benefit of all. It does so by providing services & advice to governments & migrants.
The Coastal States Stability Mechanism (CSSM) aims to increase state presence & community resilience in remote areas of Benin, Ghana & Togo. The CSSM is funded by the United States Agency for International Development (USAID) & the German Federal Foreign Office (GFFO) & aligns with the US strategy to prevent conflict & promote stability & the GFFO’s concept on foreign & security policy strategy for an integrated peace, plus regional & national efforts to prevent violence. The CSSM will be implemented by our client in close coordination with GFFO, USAID, as well as with communities in priority zones & all levels of the host governments. The primary modality of implementation of the CSSM is a small grants facility.
Under the overall supervision of the Chief of Mission, the direct supervision of the National Program Officer & the administrative supervision of the Field Coordinator & the technical supervision of the Monitoring Evaluation & Learning (MEL) Manager, the Senior Monitoring Evaluation & Learning (MEL) Assistant will be responsible for contributing to monitoring & evaluating on our clients Coastal State Stability Mechanism (CSSM) in northern Ghana. The position will place a focus on Monitoring & Evaluation (M&E) processes, data collection efforts, protection mainstreaming & promoting the inclusion of persons with disabilities.

Role objectives:
Under the technical guidance of the MEL Manager, support Monitoring & Evaluating (M&E) efforts of our clients CSSM programming in Ghana, in compliance with donor agreements & program requirements. Under the technical guidance of the MEL Manager & in coordination with the Field Coordinator, develop & implement MEL tools to measure the impact and efficacy of CSSM programming in Ghana. This may include surveys, focus group discussions, & other forms of data collection & processing. Other specific responsibilities include but are not limited to:
Undertake regular travel to project sites to carry out monitoring & assessments, lead surveys, data collection & other MEL efforts.
Support data & Information Management (IM) & MEL processes from Ghana in coordination with the MEL Manager & the Field Coordinator.
Support the management of IM team tasks, responsibilities & capacity building (if appropriate) in coordination with the CSSM MEL Manager.
Contribute to report drafting & data analysis with the CSSM Senior Reporting Assistant & other colleagues as needed.
Implement & provide technical guidance for the implementation of field monitoring plans, monitoring tools & quality assurance tools, in line with existing monitoring & evaluation requirements.
Consolidate & analyze data on program indicators to facilitate the preparation of assessments, project narrative & final reports & other information materials.
Provide informal translations of documents & if necessary, oral interpretation.
Collect qualitative & quantitative feedback / data on CSSM activities in coordination with field staff, project partners & other local stakeholders, providing feedback & recommendations to strengthen the quality & relevance of program activities.
Support data analysis by verifying quality & accuracy of information collected & ensuring timely entry into the databases.
Verify information / data are collected consistently with the monitoring, evaluation, accountability & data principles requirements.
Support the grant closing process, by participating in the review of the final evaluations, verification of the database information & preparation donor required documentation.
Support activity design process in line with the activity objectives, theory of change & with the program result framework.
Facilitate participatory review & reflection processes for CSSM field staff & project partners, documenting learnings & good practices.
Actively participate in evaluations by gathering the required data, facilitating information sharing & leading when relevant drafting evaluation reports.
Facilitate gender & protection mainstreaming within all MEL & reporting activities.
Perform any other duties as may be assigned.

Project reporting:
This role works under the overall supervision of the Chief of Mission, the direct supervision of the National Program Officer & the administrative supervision of the Field Coordinator & the technical supervision of the Monitoring Evaluation & Learning (MEL) Manager.

Key competencies:
Bachelor’s degree in social sciences, statistics, or any related field from an accredited academic institution with 5 years of relevant work experience or completed high school diploma with 7 years of relevant experience.
Experience working in northern Ghana is a strong advantage.
3 to 4 years of experience in a related field, especially in MEL (required).
Experience in capacity building of local organizations & / or grant management (desired).
Proven ability to conduct operations in complex contexts (desired).
For all applicants, fluency in English is required (oral & written).
Familiarity with a language, other than English, that is commonly spoken in northern Ghana is a strong advantage.
Working knowledge of French is also an advantage.
