About the Role

MSI Reproductive Choices seeks an exceptional Monitoring, Evaluation and Learning (MEL) Manager to support an anticipated five-year, USAID-funded global family planning activity, Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS).

With a total funding ceiling of $50-$99.99 million, ACCESS will focus on advancing equitable, affordable, and sustainable access to family planning and reproductive health (FP/RH) information, products, and services. ACCESS will focus primarily on FP/SRH outcomes, at the system, facility, provider, community, and client levels. It will assist USAID-supported countries to constructively and creatively address persistent issues related to health access, equity, and quality of care, particularly for youth. Substantial engagement of local partners and stakeholders in the innovation and scale-up of evidence-informed and rights-based FP/RH service delivery will be vital for ACCESS to ensure client dignity, agency, choice, and good health.

The Senior MEL Manager will serve as a member of the ACCESS senior management team; working with the Project Director Deputy Director, partners and other team members to identify issues, challenges, and develop solutions and adaptations. They will work with partners to lead the Monitoring, Evaluation, and Learning agenda for USAID ACCESS to ensure quality evidence generation, agile data use and adaptive programming across all aspects of operations and service delivery. The Senior MEL Manager is also a core member of the MSI’s Evidence and Impact Team, and as such may also support other projects as well as ACCESS.

Key Responsibilities:

• Work with partners to design and implement the program monitoring and evaluation framework and information systems to track delivery against targets, outcomes, and impacts.
• Lead all overall data management, validation, and analysis, including health systems maturity monitoring and continuous value for money.
• Lead on project reporting, including guiding country programs on reporting processes and consolidating program reports. Ensure coordination and collaboration across all result areas and country-level projects.
• Support the ACCESS Project Director to provide technical direction and oversight around all MEL related project activities.
• Collaborate with the ACCESS team on generating evidence to inform policy and programme decisions and actions by policymakers and other key stakeholders.
• Support and liaison with consortium partners on the development and implementation of the project’s learning agenda and research activities, with a focus on ensuring cross learning and knowledge sharing of the best practices and lessons learned across the consortium and to external audiences.
• Work closely with MEL colleagues based in ACCESS target countries; support them to produce high-quality MEL deliverables under ACCESS.
• Support country programmes with the engagement of youth (including facilitating youth-led participatory research) and other priority populations in the development, implementation, and dissemination of research and knowledge products.
• Support strengthening in-country capacity to generate and optimise the use of data/evidence in decision-making.

Additional Responsibilities:

• Ensure MSI evidence is effectively disseminated internally and externally.
• Be responsible for the thought leadership and technical oversight of one or more thematic areas (e.g health system strengthening, equity, social norms).
• Represent MSI with external stakeholders, including donors, research organisations, and technical working groups and expert bodies (e.g., WHO).

To succeed in this role, you must have:

Skills and experience

• At least eight years of experience in setting up and implementing monitoring and evaluating activities for large and complex donor-funded health programs, preferably with significant experience on USAID-funded programs.
• Proven experience and understanding of SRHR programming, health research, reproductive health, and family planning.
• Expertise in qualitative and quantitative research methods, and data visualization.
• Proven experience in writing, editing, and disseminating research and evaluation findings across various audiences.
• Good track record of leading, supporting, and coaching teams and counterparts.
• Understanding and demonstrated knowledge of USAID planning and reporting systems, operations, programming, structure, and family planning compliance regulations.
• Excellent data analysis skills using statistical software packages (STATA or R) and advanced excel skills; experience of advanced quantitative analysis techniques such as Interrupted Time Series Analysis, multilevel regression etc. is highly desirable.
• Degree in a relevant discipline, such as public health, epidemiology, demographics, statistics, or a related field.
• Additional qualification or formal training in research design, epidemiology or impact evaluation, data visualisation such as PowerBI.
• Fluent English oral and written communication skills; French oral and written communication skills highly desired.
• Expertise in gender transformative programming is also highly desirable.

This position is contingent upon funding being awarded to MSI Reproductive Choices and on approval of the candidate by USAID. Candidates must have the legal right to work in either the United States, United Kingdom, or a country where MSI Reproductive Choices currently works.
