Proposal Summary:
This prospective project seeks to provide consolidated support to the Mission on all matters pertaining to the Philippines, Pacific Islands and Mongolia with a wide range of monitoring, evaluation and learning support services to promote effective and informed decision making across USAID’s wide-ranging development efforts. The project includes the implementation of a comprehensive performance measurement, monitoring, and evaluation program, and technical guidance in an effort to enable USAID to fulfill its performance monitoring, evaluation, reporting, and information-sharing obligations as mandated in USAID’s Automated Directives System (ADS) and other Agency guidance. The project involves services across five components: (1) Performance Management, (2), Third Party Monitoring and Verification, (3) Evaluation Services, (4) Collaboration, Learning and Adapting, and (5) Monitoring and Evaluation of the Health Portfolio.

Position Summary:
The Senior M&E Specialist oversees and participates in all monitoring, evaluations, assessments and research throughout the life of the contract.

Responsibilities:

  • Lead efforts for the following components: Performance Management Data Collection, Reporting and Analysis, Third Party Monitoring and Verification Services Component, and Evaluation and Research Services.
  • Design, implement and manage all activities related to the components.
  • Oversee all aspects of implementation of activities.
  • Manage staff and consultants (regular and contracted) engaged with activities.
  • Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio, including third- party monitoring requirements in non-permissive environments.

Qualifications:

  • At least a Master’s degree or higher in research methods, statistics, public health, demography, social science research, or a related field.
  • At least ten (10) years of demonstrated experience in performance management for international development programming, preferably in developing countries; monitoring and evaluation.
  • Conduct of program and project surveys, assessments, and data analysis, preferably in health, education, economic growth, democracy & governance, or environment sectors.
  • Experience with the design and tracking of performance management plans of national and international development projects.
  • Experience setting-up and /or strengthening national health information and monitoring systems, preferred.
  • At least five years solid work experience in the design and implementation of performance tracking systems or monitoring processes of large, complex development activities as team lead.
  • At least five years of experience in a supervisory and/or management position that includes providing technical and management oversight to sub-contractors.
  • Demonstrated experience with quantitative and qualitative data collection, management and analysis with a strong statistical background.
  • Excellent written, oral and presentation skills.
  • Excellent ability to effectively interact with local professionals, international donors, host country government counterparts and other implementing partners.
