Overview: IBTCI is seeking a Senior Monitoring, Evaluation, and Learning Specialist with expertise in the Health Sector for an upcoming USAID/Bangladesh Monitoring, Evaluation, and Learning (MEL) Activity. This is a four-year activity and will be a central Mission-wide platform that provides a wide range of analytical and advisory services in support of the Mission’s design, performance monitoring, evaluation, and operational learning and adapting. The activity will play a significant role in achieving the successful implementation of the Mission’s 1) integrated 2020 to 2025 Country Development Cooperation Strategy, 2) Performance Management Plan, and 3) the Collaboration, Learning, and Adapting Agenda. The position is for Bangladesh nationals. This position is contingent upon being awarded the contract.

Responsibilities

Essential Duties/Tasks and Responsibilities:

The Health Sector MEL Advisor will have overall responsibility for managing the Bangladesh MEL activity’s MEL support to USAID’s Health Portfolio, including, but not limited to:

  • Reviewing activity monitoring and evaluation plans (AMELPs) of implementing partners within USAID’s health portfolio to provide high-level technical comment to USAID activity managers regarding the logical design of the theory of change, evaluation and learning plans, selection of indicators, and proposed targets.
  • Participate in and/or lead data quality assessments (DQAs) involving health portfolio activity indicators.
  • Conduct analyses of results achieved within the health portfolio, including yearly analytic summaries of indicator data and other ad hoc analytic tasks.
  • Coordinate and participate in learning sessions for health portfolio activities.
  • Support evaluations to be conducted of health portfolio activities, including drafting scopes of work, selection of consultants, drafting and/or reviewing key evaluation documents, overseeing the work of evaluation teams, and possibly serving as a team leader or other member of the evaluation team as may be required.
  • Provide capacity building to USAID/Bangladesh staff, inter-agency stakeholders, and implementing partners, on knowledge management concepts; and
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least five (5) years’ experience in progressively leadership positions on health projects in the international development sector.
  • Prior experience with USAID health sector activities, including strong conceptual knowledge of Monitoring, Evaluation and Learning (MEL).
  • Demonstrated background in evaluation and analysis of development programs, preferably initiatives funded by USAID.
  • Analytical, synthesis, report writing, and presentation skills is required.
  • Strong oral and written communication skills, excellent interpersonal, analytical, and training skills.
  • Fluency in spoken and written English and Bangla required.

Education: Advanced degree in a health specialty is required, Masters of Public Health (MPH) is preferred.

Preferred Knowledge, Skills and Abilities:

  • Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes;
  • Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies and other stakeholders, including prior working relationships with the Government of Bangladesh Ministry of Health officials and other local health sector stakeholders;
  • Demonstrated experience in both quantitative and qualitative data collection, including experience in using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data; and,
  • Ability to prioritize tasks in a fast-paced and changing environment.

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel throughout Bangladesh will be required.
