DUTY STATION: Syria (NES) Country Office in Erbil, Iraq

CONTRACT DURATION: 8 months with the possibility of extension

Background:

SWEDO is a Swedish non-profit, non-political, non-religious development aid organization that was founded in 1991 in Stockholm, Sweden. Having continuously operated in the Kurdistan Region ever since, SWEDO’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building.

Duties and Responsibilities:

  • Develop and implement M&E systems for the project in compliance with the SWEDO and donor requirements;
  • Develop internal tracking systems to maintain M&E data in an organized, secure, and user-friendly way;
  • Lead data collection for several assessments and M&E activities: intake, baseline, outcome, end line, post distribution monitoring and other follow ups with beneficiaries whether on field or by phone and ensure compliance with donor and SWEDO quality standards.
  • Develop and manage a complaint and feedback mechanism system, mainstream forms and templates and follow up with field-based MEAL staff regularly to ensure the mechanism operates smoothly.
  • Identify obstacles to implementation and recommend appropriate solutions;
  • Work closely with the field-based MEAL team for conducting regular data reviews.
  • Support the draft of mobile/digital data collection surveys for the field teams and coordinate with field-based MEAL team to train them on how to use these tools.
  • Coordinate and follow up with the Accountability team regarding monthly inputs.
  • Provide inputs and feedback to improve programmatic implementation or M&E activities.
  • Attend the project activities and training and work with the project team, and field-based MEAL team to monitor them properly; this includes creating evaluation tools, collecting data firsthand from partners/beneficiaries, and analyzing the collected data;
  • Support the project team in creating a framework and procedures for the monitoring and evaluation of project activities;
  • Collaborate with the project team on appropriate data collection methods, tools, and reporting formats and prepare the M&E frameworks;
  • Assist the project staff in producing regular, timely, and accurate narrative reports (including M&E data) per donor guidelines.
  • Work closely with project staff and project coordinator to revise the reports as necessary;
  • Undertake field-monitoring missions to assess the progress of the project implementation
  • Participate in periodic review and planning meetings, generating minutes and lessons learned documents and discussing results of data and planning action steps to build on strengths and address the weaknesses;
  • Conduct qualitative and quantitative field monitoring and verification of project implementation;
  • Assist with the analysis of survey and qualitative data, and produce report to present the findings.
  • Manage and build the capacity of the direct reports. Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Understand all aspects of each activity he/she monitors and identify areas of improvement & strengths;
  • Work closely with the project team to ensure the project’s success through documenting relevant success stories;
  • Review all evaluation reports prepared to ensure data relevance and consistency.
  • Respond to requests from the donor and HQ staff about M&E data, methodologies, and examples of project impact;
  • Other related tasks to monitoring activities i.e. operational, administrational, etc;
  • Other duties as assigned by the supervisor to enable and develop SWEDO programs.

Required Qualifications and Skills:

  • Bachelor’s degree in international development, business management, statistics, and other relevant fields (Information Technology, Information Management, or Computer Sciences)
  • Minimum 4 years of experience in working with NGOs/INGOs.
  • Experience working in MEAL in a humanitarian/recovery context.
  • Knowledge of project cycle management concepts, processes and tools, and experience in leading participative processes.
  • Expertise in developing, planning, and implementing M&E systems, procedures and tools.
  • Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector.
  • Extensive experience in data collection and analysis Knowledge of information management software and tools (statistics, investigation management and mapping)
  • Awareness and knowledge of ethical issues related to M&E.
  • Cultural awareness and ability to build relationships quickly with a wide variety of people.
  • Excellent communication and facilitation skills.
  • Overall good knowledge of geography, local population and local language in North-east Syria (NES).
  • Competencies in all computer related tasks including Word, Excel, and Outlook.
  • Ideally, experience with some or all of the following tools: Excel (including pivot tables, Power Query, etc.), ODK/KoBo tool box, Power BI etc.
  • Very strong analytical skills
  • Must be able to work independently, be creative, propose ideas of his/her own.
  • Personal integrity and credibility
  • Excellent communication skills verbal and written Kurdish, Arabic and English.
