POINT was established as NGO by a group of Diaspora humanitarian experts. As an NGO, the co-founders of POINT realized the crucial gaps between providing aid and the need for building the resilience of communities.

We believe at POINT that the best solutions to support the people in crisis should be by a quick transformation from rapid response to resilience method, as this approach within humanitarian operations is crucial to the first efforts of a community to recover, rise again, and start to use their capacity, starting from education and livelihood at the first stages, ending by early recovery and rehabilitation at later stages.

POINT works in many countries closely with civilians like IDPs, Refugees, Returnees, and host communities, as well as local initiatives, NGOs, and INGOs. For that, POINT has organized to hire all needed experts, skills, and tools that are necessary for POINT mandate in resilience and organization development.

Introduction to the Position:

The Sn. MEAL officer is mainly responsible for working with the MEAL coordinator and the field team in planning and following up on the implementation of POINT projects’ activities in the field, implementing monitoring and evaluation activities directly, and collecting means of verification, prepare reports, and ensuring their quality. The Senior Monitoring and Evaluation Officer will develop project-based monitoring and evaluation frameworks, liaise with and advise field teams as needed, track M&E plan implementation, and report on project impact.

Reporting to: MEAL coordinator.

Location: Idleb & Azaz (able to conduct visits to projects sites when needed during the week)

Main Tasks:

• Enter data and update project related database according to schedule and report to MEAL coordinator regularly.
• Facilitate the design of SMART objectives, logical models, monitoring frameworks, and evaluation plans.
• Prepare reports’ visits indicating key findings, challenges, progress and recommendation as well as support the preparation of final reports.
• Check beneficiary lists against selection criteria for all projects.
• Support quality and quantity control of goods and services according to agreed specifications.
• Conduct field visits to projects sites during the week (both Idleb & Azaz)
• Collect notes and follow up on beneficiary complaints in accordance with the feedback and complaints system, in coordination with the MEAL Coordinator.
• Identify any new needs assessments in the target communities.
• Maintain an organized archive and update of required documents including data, reports, photos, etc.
• Technical supervision of the field monitoring and evaluation team, including data collectors.
• Represent MEAL Department in the field
• Support MEAL field officer and MEAL Coordinator in the planning and implementing of MEAL activities.
• Supervisor for all MEAL field staff and provide any needed technical support.
• Following up the implementation of project activities and working closely with program staff.
• Managing data collection activities for Need assessments (KII, FGD, Survey, observation…)
• Supporting MEAL coordinator in questionnaire designing and coding in data collection platforms
• Upload the collected records on KOBO platform.
• Conducting on-site spot-check visits for training and other activities.
• Conducting satisfaction and feedback survey.
• Conducting Distribution monitoring and post-Distribution monitoring.
• Collect and archive means of verification documents and sharing with HQ MEAL coordinator.
• Preparing any required daily, weekly, monthly, periodicly, red flag and progress reports.
• Ensuring accountability against affected people (information sharing, complaint system)
• Insuring that the complaint system is functioning and active and ensure that all beneficiaries are able and aware of the complaint channels.
• Collect complaints and feedback and send it to the complaint officer and following them up until the complaint is closed.
• Performing and implementing any other duties assigned by the line manager
• Adhere to all point organization policies and abide by administrative orders and disciplinary procedures in the event of any violations.
• A pledge to abide by the zero-tolerance policy adopted by the Point organization in cases of sexual exploitation and abuse, and direct reporting in the event of any violation in this regard.

Skills & Experience

• V. Good experience in computer programs (MS. Office, KOBO…)
• The ability to use Excel professionally and conduct qualitative and quantitative analyses
• Experience in designing questionnaires, data collection tools, and conducting surveys and interviews
• Accuracy of observation and attention to detail
• Good communication skills and the ability to gain confidence
• Knowing the general situation in the work areas.
• Good knowledge of both Arabic and English, reading and writing.

Required qualifications:

• Bachelor’s degree in Management, Information Management, Business Administration, Finance or other related academic background (essential).
• At least 3 years of experience in monitoring and evaluation.
• Ability to prepare high quality reports in Arabic or English
