Senior M&E Systems Expert

Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring a Senior M&E Systems Expert to work as a part-time consultant for its Ankara-based project team, providing Monitoring and Evaluation Technical Assistance to the EU’s Facility for Refugees in Turkey (SUMAF).

The Context

In 2016, the EU launched the Facility for Refugees in Turkey to allow for effective and efficient mobilisation of EU assistance to address the needs of refugees and the host communities in which they live. The EU continues to support refugees in Türkiye also beyond the Facility. It mobilised supplementary humanitarian support in 2020 and ensures the continuation of key Facility interventions under an additional allocation of €3 billion for the period of 2021-23. Over 140 large projects cover a range of areas including health, education, basic needs, protection, livelihoods, municipal infrastructure and migration management.

The SUMAF project supports the EU Delegation in Ankara and DG NEAR in Brussels with monitoring of the performance of the EU’s support to refugees in Türkiye. As part of this work, it implements an overall portfolio monitoring and reporting system, conducts regular project review missions and provides M&E advisory and capacity-building services to the project implementing agencies.

The Position

The purpose of this position is to support the overall operation of SUMAF’s monitoring and reporting systems. The assignment will contribute to operationalising the Results Framework (RF) by supporting the reviewing and strengthening of project logframes and associated M&E systems, and by providing support to the development of a practical and effective system for conducting Data Quality Assessments by monitoring mission teams and supporting the updating of the RF as new Actions come on-stream.

This is an exciting opportunity for a professional to work with a very dynamic team in close coordination with the EU Delegation in Türkiye to implement EU support to the Government of Türkiye in responding to one of the world’s largest refugee crises.

Key Tasks

The role of the expert will be the following:

1. Review logframes and M&E system design documents of projects under development / modification, and provide advice on their further development to the relevant EUD Programme Managers.
2. Provide technical advice and coaching services to IPs on project logframes and M&E system and survey designs;
3. Participate as a member of SUMAF monitoring mission teams, focusing on M&E system reviews (when required); and
4. Develop guidance materials on M&E system development as part of SUMAF’s capacity development work with IPs.

The consultancy input will start on 1 January 2024 and run until 31 December 2024. An indicative number of 30 man-days is allocated for the expert, though this can be extended upon mutual agreement.

Services Delivery Modality

The assignment will entail a mixture of homebased and in country work, including the possibility of conducting provincial visits as part of project review mission teams.

Requirements

Key Skills and Qualifications

• University master’s degree or higher;
• At least 10 years of professional experience in development programmes/projects (identification and planning; implementation, monitoring and evaluation) in a range of sectors;
• At least 5 years of experience on a full-time basis in the design and implementation of M&E systems for medium to large scale development programmes/projects;
• Extensive experience developing performance monitoring frameworks (including logframes);
• Extensive experience in advising on the design, utilisation, and management of relational databases (including analysing large datasets); and
• Excellent command of spoken and written English.
