JOB SUMMARY:

The Senior Regional Advocacy Manager will play a leading role in the CARE Action Network (CAN), building our nation-wide network of advocates into a national force to support the fight against global poverty. She/he/they will join a close-knit team of dedicated colleagues that works to influence U.S. development policies and programs that impact millions of people in the developing world and CARE’s work with them.

The Senior Regional Advocacy Manager (Sr. RAM) is responsible for designing and implementing a regional strategy to mobilize CARE supporters and opinion leaders in order to engage members of Congress around CARE’s mission. To do this, the Sr. RAM will lead discussion and strategy to support the CAN team in building a cadre of advocates capable of reaching key U.S. legislators. The Sr. RAM will focus on recruiting “grasstops advocates,” individuals whose connections to elected officials can be utilized to advance CARE’s policy agenda as well as advocate leaders who will help organize support for CARE’s advocacy agenda in their communities. To build his/her list of advocates, the Sr. RAM will collaborate with other departments within CARE, including those in Fundraising and Marketing.

The Sr. RAM will work under the direction of the Director for Engagement and Mobilization to construct CAN’s national strategy and improve its efficacy. The Sr. RAM will contribute to national CAN objectives. He/she/they will assist in selecting strategic members of Congress to target and developing national engagement plans that leverage our annual initiatives (e.g. CARE’s Capitol Hill Days and advocate leader initiatives). She/he/they will recruit advocates to participate in CARE’s Washington, DC and in-district activities.

The Sr. RAM will represent CAN as needed in cross functional strategy development. She/he/they will contribute to a national strategy to build a constituency to support our policy goals and will engage with his/her/their peers in implementation.

RESPONSIBILITIES:

Design and Implement Regional Strategy

• Design and implement a regional strategy to build Congressional support through constituent engagement for CARE’s advocacy objectives. Play a lead role in national strategy and implementation plans, working closely with the Director of Engagement and Mobilization.
• The Sr. RAM will work with others in the U.S. Programs and Policy Advocacy Department to determine which members of Congress are of critical importance. Within those states/districts, the Sr. RAM will deploy the necessary plan and tactics to build a strategic constituency. his includes, but is not limited to, finding influential advocates in the district, holding local meetings and events, enlisting a volunteer leader, and recruiting constituents to attend CARE’s Washington, DC Capitol Hill Days and participate in other national engagement opportunities.

Recruit and Mobilize Influential Advocates

• The Sr. RAM will focus his/her efforts on building a list of high level advocates with the existing or potential ability to access members of Congress. The Sr. RAM will research community leaders and political donors and will introduce them to CARE’s advocacy efforts. The Sr. RAM will develop and contribute to executing strategies to ensure CARE’s advocate base is broad, diverse, engages youth and is centered on the perspectives of the populations CARE’s programming serves. The Sr. RAM will maintain these relationships by creating engagement opportunities such as in-district meetings, advocacy actions and events. These opportunities may involve close collaboration with other teams within CARE including fundraising, marketing and communications.

Represent CAN and Contribute to National Initiatives

• The Sr. RAM will contribute to the execution of the national advocacy engagement strategy. Under the direction of the Director, the Sr. RAM will contribute to CAN’s strategic initiatives (the advocate leaders program, the Leadership Summit, the National Day of Action and the CARE’s Capitol Hill Days). The Sr. RAM will also work to build partnerships with like minded groups to amplify our efforts, including local affiliates of national entities.
• The Sr. RAM will work with the Government Relations, Learning Tour and digital/communications functional teams to plan, lead and help project manage cross-functional events and activations relevant to their advocate region throughout the year as strategic for achieving CARE’s advocacy goals, including virtual/in-person Hill days, in-district advocate engagement events, CARE On Tours with global women leaders, Learning Tour alumni cultivation, social media campaigns, etc.
• The Sr. RAM will serve as an active and engaged member of the national Mobilization and Engagement team. They will take part in regular team and unit meetings and contribute to overall team success. The Sr. RAM will also represent CARE to both internal and external audiences maintaining a consistent level of integrity and excellence.
• The Sr. RAM will represent CAN on department-wide and cross-department working groups. The Sr. RAM will utilize these opportunities to explore ways to grow the depth and reach of CARE’s citizen advocacy. The Sr. RAM will contribute to the vision and execution of cross-departmental initiatives, events and projects, representing CAN on the cross-departmental strategy (CDS) group.

QUALIFICATIONS:

• Bachelor’s degree in international relations, political science or similar field
• 5-8 years experience working on issue/political campaigns, Capitol Hill or community organizing
• Strong political acumen
• Strong public speaking and written communication skills
• Previous organizing experience with issue and/or political campaigns
• Volunteer management
• Knowledge and understanding of how US government policies are created
• Knowledge and understanding of policy issues related to CARE’s mission
• Interest in and willingness to travel
• Word processing, PowerPoint, internet and social media skills
• Special events planning and logistics coordination
• Database management skills
