GAVI Alliance

Guided by the ‘Gavi Market Shaping Strategy for 2021-25’ (https://www.gavi.org/our-alliance/market-shaping), the market shaping team contributes to achieving Gavi’s mission by working to improve the health of markets for vaccines and other immunisation products, thereby making these life-saving commmodities more accessible and affordable for lower-income countries. The team develops and coordinates implementation of evidence-based Alliance market-specific strategies to address the needs of Gavi countries. Three overarching objectives include:

• Ensure sustainable, healthy market dynamics for vaccines and immunisation-related products at affordable prices,

• Incentivise innovation for the development of suitable vaccines,

• Scale up innovative immunisation-related products.

Gavi’s market shaping mandate is focused on 74 lower-income countries, with an objective to ensure a solid base of healthy market dynamics, to strengthen market resources and to support country self-sustainability after transition in terms of supply and procurement outcomes.

Gavi’s COVID-19 engagement: As of May 2022, there have been 519 million confirmed cases of COVID-19 globally, including 6 million deaths, reported to WHO. Partnering with WHO, PAHO Revolving Fund and UNICEF, Gavi and CEPI are co-leading COVAX, the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator. This involves coordinating the COVAX Facility, a global risk-sharing mechanism for pooled procurement and equitable distribution of COVID-19 vaccines. As of July 2022, COVAX had delivered 1.57 billion doses to protect populations of 145 countries.

Gavi is starting to explore how COVID-19 vaccination and COVAX learnings will come together within Gavi’s core 5.0 strategy and operating model. The design of a potential Gavi-supported COVID-19 programme for 2023 onwards will be informed by the latest scenarios on evolution of the pandemic and the recommendation provided by the WHO’s Strategic Advisory Group of Experts (SAGE). Gavi programme design would consider financial implications, risks and trade-offs associated with different vaccination strategies, as well as implications for Gavi’s programmatic policies and market shaping. In preparation, Gavi and partners have kicked off market shaping strategy development and will soon publish a strategic roadmap to coordinate market shaping activities.

Gavi’s HPV engagement: Infection with human papillomavirus (HPV) is the main cause of cervical cancer, which claims the lives of 311,000 women each year, mainly in low-income countries. Safe and effective HPV vaccines can prevent up to 90% of all cervical cancer cases. HPV has the highest impact of Gavi’s current vaccine portfolio and is integral to other Gavi5.0 and IA2030 priorities including its contribution to gender equity, strengthen of adolescent immunisation platforms for life-course vaccination and contribution to learnings on integration of immunisation into Primary Health Care.

In 2016, the Gavi Board approved an acceleration of the HPV vaccine programme, to protect more girls from cervical cancer and avert more deaths by 2020. However, due to vaccine supply shortages and more recently programme disruptions due to the COVID-19 pandemic, this goal has been reduced. Global supply availability is now improving and in 2022 the Gavi Board will consider how to relaunch the programme, as critical priority for Gavi.

MAIN DUTIES

Please note this is a temporary role until 31 October 2023.

Is part of the Gavi Secretariat’s Market Shaping team led by the Head of Market Shaping within the remit of the Managing Director for Vaccine Markets and Health Security.

The role assumes primary market shaping responsibility for improving the health of a sub-set of the Gavi supported vaccine markets (COVID-19 and HPV) and will become the expert and focal point for Gavi Secretariat on these markets. The role will also act as the relationship lead for a portfolio of vaccine manufacturers.

MAIN DUTIES

• Leads development of Alliance-wide market shaping strategies for an assigned portfolio of Gavi-supported vaccines (COVID-19 and HPV) consistent with Gavi’s Market Shaping Strategy;

o Develops/updates Market Shaping Roadmaps, in collaboration with Alliance Partners

o Oversees implementation of above strategies and underlying action plans;

 Ensures regular updates and information sharing with relevel internal and external stakeholders;

 Manages stakeholder accountability to assigned market shaping interventions;

 Reports on progress against target outcomes, interventions and evaluation criteria;

o Builds a collaborative and productive engagement with a broad set of stakeholders, including procurement agency, industry and other Alliance partner counterparts;

o Ensures procurement agency strategies, tenders and supply agreements are aligned to long-term market strategies;

o Ensures information resources and tools are kept up to date.

• Gavi Market Shaping focal point for COVID-19 programme transition from COVAX into Gavi Core programmes

• Gavi focal point for certain industry relationships

o Manages both informal and formal touch points, in coordination with internal and external stakeholders

o Ensures key information is timely shared

• Other duties will be assigned consistent with the team’s needs.

ACADEMIC QUALIFICATION

• Life science, public health, business administration or economics related degree; • Masters, doctorate, MPH, MBA or similar business qualification an advantage.

WORK EXPERIENCE

• Minimum of 8 years of professional work experience: o Vaccine, pharmaceuticals or biologicals industry (commercial, BD, technical, etc), o Life Sciences management consulting, financing, investment etc; • Demonstrated operational track record of excellence in achieving results; • Multilateral partner and/or developing country experience an advantage.
