Job Description

The Gavi Secretariat has initiated a review of its sustainability model in the context of the preparation of its 6.0 strategy for 2026-2030 and a funding policy review (FPR). The aim of the FPR is to streamline and align Gavi’s funding policies to the 6.0 strategy that is expected to be submitted to Gavi Board’s approval in June 2024. This FPR will include the review of the co-financing policy and the eligibility and transition policy, with revisions to the policies expected to be submitted to Gavi Board’s approval in December 2024.

The Immunisation Financing and Sustainability (IF&S) team provides strategic and thought leadership across the Secretariat on issues related to immunisation financing and sustainability, oversees the implementation of the eligibility, transition, and co-financing (ELTRACO) policies, and provides functional support to country teams to maximize impact.

Within the IF&S team, the Senior Manager, Funding Policy Review (ELTRACO) will play an important role in defining Gavi’s approach in the 2026-2030 strategic period (Gavi 6.0) to ELTRACO policies. The successful candidate will lead the day-to-day delivery of the review of the ELTRACO policies as part of the FPR. They will work under the supervision of the Director, Immunisation Financing and Sustainability and in close collaboration with the Head, Immunisation Financing and Sustainability as well as other Gavi teams, including Policy and Strategy, Funding and Performance. They will work closely with the Senior Manager, Analytics and Costing.

The Senior Manager, Funding Policy Review (ELTRACO) Will

  • In coordination with Gavi Secretariat teams and Alliance partners, design, establish, and oversee an end-to-end review of the activities and analyses required from the IF&S team to deliver on the review of the ELTRACO policies;
  • Be responsible for the day-to-day oversight and delivery of (i) analyses across ELTRACO workstreams and policy options, (ii) products required in anticipation of touchpoints with other teams, management, governance bodies, partners and countries, (iii) amendments proposed to ELTRACO policies;
  • Plan, prepare, and help carry out consultations with stakeholders, in close collaboration with Policy and Strategy, Funding and Performance teams;
  • Ensure close contact and collaboration with technical partners and stakeholders (including WHO, UNICEF, World Bank, implementing countries, etc.) for the review of the ELTRACO policies.

Main Duties/Responsibilities

Under Director, Immunisation Financing and Sustainability’s guidance, lead the review of ELTRACO policies in collaboration with other internal teams and external partners, including identification and implementation of key deliverables, development of a workplan, and participation to strategic discussions and cross-functional working groups, as required:

  • Support the development of analyses, facilitate strategic working sessions, and develop strategic insights and recommendations for the review of Gavi’s sustainability model in the context of 6.0 and the review of ELTRACO policies;
  • Contribute to the preparation of papers to Gavi governance bodies related to the review of ELTRACO policies in coordination with the Policy team;
  • Provide specific briefing to Senior Country Managers and other internal and external stakeholders as needed;
  • Plan, prepare, convene, and chair team meetings & internal working groups related to the review of ELTRACO policies;
  • Be responsible for technical coordination with expert groups including the existing IF&S Alliance Technical Team;
  • Coordinate with other 6.0 work streams such as the revision of the health system strategy and ensure in coordination with the Policy team that other policy papers are consistent with ELTRACO policies;
  • Liaise with senior management and executive office to ensure ELTRACO policies reflect Gavi’s strategic priorities and are in line with the interests of the Board;
  • Ensure the project is on track and provide solutions to adapt to any unexpected work and support the team to achieve timely resolution of key issues.

Work Experience

  • Minimum of 8 years in programme, project, or product management experience at global/regional level in healthcare sector (public or private) is necessary;
  • Public health or development-related experience is required, ideally in both global/regional and developing countries settings;
  • Familiarity with multilateral agencies and key public health donors is preferred.

Languages

  • Fluent English is required;
  • Additional languages an asset.

Academic Qualifications

  • A graduate university degree in public health, economics or equivalent is required.
