ABOUT IsraAID IsraAID is a non-profit, non-governmental humanitarian aid agency founded in 2001. Since its inception, IsraAID has worked in emergency and long- term development settings in over 51 countries. IsraAID’s vision is to build a world in which individuals, communities, and institutions have the resilience to navigate today’s crises, withstand tomorrow’s challenges, and live sustainably. Today, its operations span across several sectors of expertise from both the humanitarian aid and international development arenas, including protection, education, WASH, health, and livelihoods, working on sustainable solutions for disaster risk reduction and response.

CONTEXT: IsraAID has been working in Dominica since October 2017, after the island was severely affected by Hurricane Maria. Today IsraAID Dominica implements programs in education, child protection and livelihoods working with local communities and in collaboration with the Dominica government, international organizations and CSOs. Within the livelihoods sector IsraAID’s work focuses supporting resilient livelihoods through focusing on entrepreneurship, MSMEs, and digitalization opportunities to gaining access to income generating opportunities, increasing access to markets and customers. Over the years, IsraAID has been working in several industries, particularly the apiculture, tourism and service industries. The Sr Livelihoods Specialist will work under the direct management of the Country Director and in close collaboration with the Programme teams. The position holder will lead the advancement of livelihoods strategies, networks, partnerships, programme and technical content development with a particular focus in the areas of entrepreneurship, MSMEs and digital access and skills to achieve livelihoods and income generating opportunities for the vulnerable communities which the organization serves.

This can be a remote position from any of IsraAID’s Country Offices, if the candidate can work during Dominica’s working hours (GMT-4).

RESPONSIBILITIES The Technical Specialist will be responsible for: Strategic Oversight • Provide strategic direction, leadership, and overall technical support for IsraAID’s country livelihoods work, with a particular focus on the areas of MSMEs, entrepreneurship and digitalization. • Significantly contribute to IsraAID’s strategic planning process and ensure ongoing identification of livelihoods issues in Dominica. • Lead technical livelihoods assessments. Program Implementation • Ensure good communication and collaboration between Country Office team members, government partners, civil society partners, and donors. • Support the implementation of livelihoods related work and work on the development of quality documents, training materials, and content that can be further modeled and upscaled. • Ensure that livelihoods programming is responsive to communities and in line with IsraAID principles and values. • Lead discussions with community members and beneficiaries to include their input throughout the entire project cycle. • Support the development of quality project reports in a timely manner and in compliance with internal and donor requirements. Grants and Development • Work closely with the Country Director and IsraAID Global to identify relevant strategic funding opportunities for livelihoods programs. • Provide technical inputs for the development sound programmes and proposals • Work closely with IsraAID’s Global to ensure the development of international standard tools, manuals, guidelines, etc. Representation • In collaboration with the CD, represent IsraAID on livelihoods related issues with external stakeholders, including government authorities, civil society organizations, and donors.

• Actively participate and represent IsraAID in relevant working groups, meetings, clusters, and other relevant forums. Monitoring, Evaluation, Accountability and Learning • Work closely with the IsraAID Global Monitoring & Evaluation team. • Assist in the development and refinement of Logical Frameworks and MEAL plans. • Support transparent, accurate, and timely collection of data through leading surveys, conducting desk and literature reviews, and facilitating diverse and participatory data collection activities to inform program design and strategic direction. • Work closely with IsraAID Global, Country Office MEAL Officer, and program teams in the design of appropriate qualitative and quantitative data collection tools and methodologies. • Support appropriate, timely and accurate data collection against agreed indicators, and assist in the compilation of both internal and external reporting. Partnerships • Foster a spirit of collaboration and empowerment with IsraAID’s local partners. • Identify advocacy, funding, and research opportunities for action. • Identify potential collaboration and partnership opportunities with CBOs, civil society organizations, and academic institutions for protection work. Human Resources and Staff Development • Provide technical support for the recruitment and management of livelihoods staff, including developing job descriptions, staffing plans, and contributing to performance evaluations where applicable. ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES ● Master’s in business administration, economics, international development, or other relevant fields. ● At least 5 years of experience in the area of bridging the digital gap for vulnerable communities ● At least 3 years of experience in international development, managing livelihoods related programme. ● Demonstrated experience in developing training materials, information, and guidebooks, and providing training ● Knowledge of Eastern Caribbean context ● Demonstrated experience in project development ● Highly reliable, able to consistently meet tight deadlines ● Ability to work independently, exercise sound judgment and make decisions independently following consultative processes. ● Creativity and ability to work with limited resources. ● High level of interpersonal skills; open-minded individual, culturally sensitive, friendly, flexible, adaptable, team player, and possesses patience in a changing environment and needs. ● High level of proficiency in written and spoken English. ● Excellent written communications, and experience in report writing. ● Experience managing relationships with stakeholders including partner organizations and local communities.

COMPLIANCE & ETHICS: ● Promote and encourage a culture of compliance and ethics throughout IsraAID Dominica. ● As applicable to the position, maintain a clear understanding of IsraAID and donor compliance and ethics standards and adhere to those standards. ● Contribute to the creation of overall credibility of the organization, notably through the application of the organization’s code of conduct, ethics, values, and standpoint regarding internal and external actors. ● Conduct work with the highest level of integrity ● Actively promote Prevention of Sexual Exploitation and Abuse standards within IsraAID
