In support of the Country Director, they will assist in engaging with all authorities, aligning efforts with the country’s strategy. Additionally, they will develop and maintain relationships with key stakeholders and actors to ensure the successful implementation of Action Against Hunger’s strategy.
Key activities in your role will include
Objective 1: Liaison and governmental relations (60%)
Tasks:
- Ensure that all ACF staff have applied and obtained on-time entry or exit Sudan visas, stay, travel, or working permits/Residency in the mission according to needs
- Stay updated and informed about any change in the procedures to follow to obtain any visa, stay, travel permit, or work permit.
- Maintain the coordination on ongoing processes, specific situations or changes in the procedures
- Ensures that ACF complies with all the requirements of HAC federal and state. (Opening of office, bank accounts, social security and tax office registrations etc.)
- Disseminating/displaying internal information and document.
- Participate in meetings related to administrative issues or any other related meeting.
- Arrange all necessary meetings related to administrative issues (HAC, residency office, security, labor office.
- Be the focal point also for the administrative audit, reporting, MoU, and or Technical Agreement to ensure smooth continuity of Operations for ACF.
- Facilitate meetings with ministries upon request and needs.
- Ensure translation to any official documents (MoU, etc….
- Support ACF to all matters such as administrative or customs-related issues.
- Inform about any possible risks or problems related to administration or customs on ACF
- Promote and share ACF principles and values at all levels of local authorities.
- Keep all documentation and files updated, properly filed and easily accessible for the authorized internal users but in a secured locker
- Follow up on renewal of registration of ACF
- Follow up on the Residential approval
Objective 2: Access, Compliance (20%)
Tasks:
- Identify and address existing operational and managerial gaps in the areas of access, and staff safety
- Work closely with the CD to review existing operational systems.
- Ensure contractual compliance with ACF and international donor regulations in terms of relationships with authorities
- In collaboration with CD, develop and manage all operation departments’ annual budgets and work plans;
- Support “briefing” on context to all the new staff entering the mission (national or international)
- Participates in the identification of measures of safety of operation and staff.
- Ensure the viability of the proposed measures (material resources needed)
- Assist the Country Director with other duties as necessary.
Objective 3: Reporting (20%)
Tasks:
- Provide monthly report on the current month’s activities and plans for the coming month to his/her line manager
- Consolidate and submit monthly and yearly reports due to HAC
- Prepares retro planning for these reports
- External reporting – operation donors’ report / proposal.
- Report any shortage, variances, and irregularities from standards to the Country Director.
- To provide Hand over report/ final report when leaving the position
Objective 4: Additional responsibility
Tasks:
- Ensure team spirit and motivation within ACF team
- Travel regularly to the different mission bases
- Any other duties assigned by the CD.
- Fulfill any duties that are inherent to the position and requested according to mission needs and context.
Do you meet the profile required criteria?
- Bachelor’s or master’s degree in law, political science, sociology, or similar background.
- Specific studies in humanitarian aid and/or development, International Humanitarian Law is a plus
- Advanced knowledge of humanitarian and development donor guidelines and procedures.
- A good knowledge of Project Cycle Management and multi-sector proposal writing
- Ability to gather and analyze information to make strategic decisions and engagement in the humanitarian and development sector.
- Strong understanding of Sudan’s Government and authority structure, and humanitarian sector policies and context
- Forward-thinking, with the ability to develop innovative ideas and solutions
- Ideally 5 years, a minimum of 3 years of previous field experience in a humanitarian INGO
- At least 3 years of experience in a similar position
- Experience in the management of volatile security contexts with the capacity to face a stressful environment.
- Demonstrated experience and skills in collaborating with technical teams, external consultants, and consortium/partnership projects.
- Previous experience and ability to build relationships and work with senior-level government officials and other stakeholders.
- English is a must.
- Excellent written and verbal communication and presentation skills in English
- MS Office has very strong command.
- Advanced level of Excel.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
Our remuneration package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 12 months renewable.
- Base: Port Sudan (Sudan)
- Salary: 1350 USD (Gross salary)
- 25 working days of paid leave per year
- Emotional care service at the service of the employee and family.
