Job Overview:

The Learn to Earn (L2E) Officer will be responsible for the design, implementation, and monitoring of the IRC’s Learn to Earn (L2E) and Gender Equality and Women’s Empowerment (GEWE) trainings, GEWE project interventions and trainings in Baidoa, Barawe, Hawlwadaag, and Karaan. The L2E & GEWE officer will directly report to the Peacebuilding Manager, with secondary reporting responsibility to the Project Consortium Consultant. The IRC’s L2E Curriculum utilizes interactive participatory approaches to equip vulnerable youth and women with transferable business and life skills to navigate fragile markets, gain employment or self-employment, and live healthy and productive lives. GEWE Trainings will build critical skills for women and youth groups to overcome barriers due to harmful gender norms and draw from IRC’s signature Engaging Men in Accountable Practices (EMAP).

Key Responsibilities:

  1. Program Reporting & Compliance

The L2E & GEWE Officer is responsible for supporting the Peacebuilding Manager in implementing compliance and reporting activities and plans to support program implementation. The planning includes the development of workplans, spending plans and financial reports, the monitoring of spending plans, creations of donor reports as well as any other strategic communications and compliance documents.

  • Support the Peacebuilding Manager in compiling program outputs for reports and compliance documents, including financial management and spending.
  • Assist Project Consortium Consultant with coordination of partnership activities and communicate with partners on implementation progress across all target locations.
  • Attend meetings to discuss program reporting and compliance progress as well as provide updates on spending plans, workplans and reporting timelines.
  • Create communications materials and human-interest stories of beneficiaries.
  • Provide support to the Project Consortium Consultant on inputs for new project proposals, concept notes, and other applications for Peacebuilding and Governance funding opportunities.
  1. Program Implementation

The L2E & GEWE Officer is responsible for implementing gender empowerment and livelihoods activities. The L2E & GEWE officer ensures all program needs and plans are met on time in accordance with IRC and donors’ standards.

  • Ensure timely and effective implementation of L2E & GEWE activities in all target locations.
  • Provide capacity building support and trainings to local partners under the consortium on all L2E & GEWE tools and approaches.
  • Monitor progress towards implementation of L2E & GEWE activities in all target locations.
  • Liaise with local district authorities to ensure appropriate and timely implementation of L2E & GEWE activities.
  • Perform any other duties as assigned by the Peacebuilding Manager or Project Consortium Consultant.

Qualifications:

  • Bachelor’s degree or higher in Economics, International Development, Business Administration, Social Sciences, or relevant field.
  • Minimum of three years of experience designing and implementing related Economic and Recovery Development and Livelihoods programming.
  • Technical Expertise in Access to Finance, Employment and Entrepreneurship Opportunities, and Economic Livelihood programs particularly for youth, women, and vulnerable populations.
  • Knowledge of IRC’s signature frameworks of L2E, and EMAP is an asset.
  • Knowledge and understanding of local and national conflict dynamics in Somalia.
  • Strong communication skills with diverse groups of stakeholders with different levels of seniority and ability to develop and maintain relationships and key partnerships.
  • Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation.

  • Commitment to service, strong communications skills, ability to be punctual and ensure timely reporting, proactive, a good team player, and ability to work under difficult conditions in the field
