Responsibilities:
Strategy & Planning
- Collaborate with the Director of Operations to develop and implement comprehensive, long-term strategic initiatives aimed at acquiring and optimizing efficient, cost-effective information processing, and communication technologies.
- Oversee both the operational and strategic planning within the IT department, which includes managing business requirements, project planning, and coordinating resource allocation through effective organization and negotiation.
- Offer guidance to both business and IT leaders in making investment decisions that strike a balance between current operational needs, potential disruptions, and opportunities, all while aligning with the organization’s overarching strategic vision.
- Furnish technology guidance, roadmaps, principles, standards, and best practices to ensure a cohesive and forward-looking approach to technology adoption and implementation.
Operational Management
- Re-engineer infrastructure support as needed to ensure alignment with business processes, tactical planning, and strategic vision.
- Define and convey project milestones, service level agreements, and resource allocation to the executive team, department leads, support staff, and end users.
- Formulate and assess budgets for IT department divisions, ensuring adherence to established goals, guidelines, and objectives.
- Evaluate the performance of IT systems to ascertain operating costs, productivity levels, and upgrade requirements.
- Conduct benchmarking, analysis, reporting, and provide recommendations for enhancing the IT infrastructure and systems.
- Create bid requirements for hardware and software upgrades, review bids for compliance, and make appropriate award decisions.
- Supervise the deployment, monitoring, maintenance, development, and support of all hardware and software based on departmental needs.
- Develop business case justifications and conduct cost/benefit analyses for IT spending and initiatives.
- Direct research into potential technology solutions supporting new initiatives, opportunities, and procurement efforts.
- Supervise end-user services, including help desk and technical support services.
- Formulate and implement IT policies and procedures, encompassing architecture, security, disaster recovery, standards, purchasing, and service provision.
- Oversee negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements.
- Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Establish and sustain regular written and in-person communication with the organization’s senior leaders, department heads, and end users concerning relevant IT activities.
Network Infrastructure:
- Provide technical support for major and urgent LAN issues.
- Perform Windows Server maintenance and administration, ensuring system integrity.
- Monitor server logs and take necessary actions to maintain proper system functioning.
- Manage and update antivirus software to enhance network security.
- Conduct File Server backups and oversee site firewall monitoring.
LAN Administration and Hardware Management:
- Administer, IT Support, including user account management, disk space, printer queues, and internet connections.
- Perform hardware troubleshooting and coordinate replacements with vendors.
User Support and Training:
- Provide on-call assistance to individuals as needed.
- Support desktop and laptop users, conducting routine preventive maintenance and troubleshooting hardware or software issues.
- Ensure users are actively backing up their data on the server.
- Provide basic training in Windows Office products.
IT Inventory:
- Lead efforts to conduct a thorough physical inventory of all IT equipment and software.
- Ensure accurate documentation of inventory, including serial numbers, specifications, and locations.
- Collaborate with procurement and IT staff to track equipment lifecycle and plan for necessary upgrades or replacements.
- Implement inventory optimization strategies to minimize waste, reduce costs, and enhance overall efficiency.
Microsoft 365 And SharePoint Responsibilities
- Lead the strategic management of AFIAT SharePoint Online, ensuring its continuous improvement and alignment with organizational objectives.
- Administer not only SharePoint Online but also Microsoft Teams and OneDrive to create a cohesive and collaborative digital environment.
- Develop and implement document flows using the Power Platform to enhance workflow automation and efficiency.
- Conduct in-depth analysis and review of SharePoint metrics, proactively identifying opportunities for optimization.
- Implement measures to ensure optimal performance and health of the SharePoint environment, addressing potential bottlenecks or issues.
- Maintain AFIAT SharePoint lists, ensuring data accuracy, relevance, and compliance with organizational standards.
- Create and manage permission groups for the AFIAT SharePoint site, enforcing proper access control and security protocols.
Innovation through App Development:
- Innovate and enhance functionality by developing custom apps using Microsoft Power App, tailoring solutions to specific organizational needs.
- Collaborate with stakeholders to identify opportunities for app development that streamline processes and improve user experience.

Qualifications
REQUIRED MINIMUM EDUCATION
- Masters degree in information technology, Computer Science, or related field.
- Microsoft role-based certifications, online verified Certificates
- CCNA-Certified Network Associate – Online verified certificate
- Proven experience in managing IT systems, networks, Microsoft 365, and Microsoft Power Platform (Microsoft Power App, Microsoft Power Bi, Microsoft Power Automate)
- Experience using Meraki Cloud and Meraki Appliance.
- Strong knowledge of SharePoint administration and document management.
- Excellent communication and interpersonal skills.
- Leadership and team management experience.
- Ability to adapt to evolving technologies and industry best practices.
REQUIRED MINIMUM EXPERIENCE:
- At least four (4) years of management experience
- Ten (10) experience in computer or software use and the ability to work well with various skill levels of users
- Comprehensive knowledge of US Government funded programs, regulations, and requirements.
KNOWLEDGE AND SKILLS:
AFIAT Network Management:
- Oversee the AFIAT Network infrastructure, ensuring its stability, security, and optimal performance.
- Collaborate with network administrators to troubleshoot and resolve network issues promptly.
- Implement and maintain network security protocols to safeguard project data and information.
SharePoint and Document Flow:
- Manage the implementation and maintenance of SharePoint for efficient document management and collaboration.
- Ensure seamless document flow within the organization, optimizing SharePoint features for effective project workflows.
- Provide technical support for SharePoint-related issues and customization requests.
- Microsoft 365 Expertise:
- Develop business process for the organization using Microsoft Power platform
- Assist AFIAT with Microsoft 365 training and tools, ensuring that staff are proficient in utilizing the suite of applications.
- Stay updated on the latest Microsoft 365 features and updates, implementing relevant tools to enhance project efficiency.
- Troubleshoot Microsoft 365 issues and liaise with Microsoft support if needed.
IT Systems Oversight:
- Monitor and maintain information technology and computer systems to ensure maximum accessibility and functionality.
- Regularly assess hardware and software requirements, making recommendations for upgrades and improvements.
- Implement and enforce IT standards across the organization.
Staff Training and Development:
- Develop and conduct training programs on IT systems for AFIAT and MSH staff.
- Foster a culture of continuous learning to keep the team updated on technological advancements.
- Provide ongoing support and guidance to staff regarding IT-related queries.
- Supervision and Team Management:
- Supervise IT staff, ensuring efficient and effective teamwork.
- Delegate tasks and responsibilities to team members based on their strengths and expertise.
- Conduct regular performance assessments and provide constructive feedback for professional development.
ICT Services:
- Ensure the availability and reliability of ICT services for all offices in Afghanistan.
- Collaborate with vendors and service providers to resolve issues and optimize services.
