Job Summary

Information is vital to humanitarian safety and INSO is committed to providing a reliable and accurate evidence base that can support programming and policy in high-risk countries.

To achieve this, we have deployed a global team of professional Information Managers (IMs), wide networks for collection and advanced information management applications.

The Senior Information Manager (SIM) sits at this heart system and is responsible for overseeing and coordinating our efforts to gather, organise and present information to improve NGO safety including by setting standards, training personnel and developing product quality.

It will suit an experienced information manager who is passionate about applying data for humanitarian causes, has a creative mind, a keen eye for detail, excellent interpersonal and team building skills and experience of information management in challenging contexts.

They report to the Director of Technology and Innovation, manage the CHDC Data Manager (1), technically supervise all Information Managers (14+) and coordinate with the Software Development Manager and other programming Departments.

Main Duties and Responsibilities:

  • Contribute to strategic development of the department i.e around policy, procedures, product and application quality and updates etc.
  • Support the selection and recruitment of IMs and ensure full training and orientation into policies, standards, and procedures.
  • Provide ongoing technical supervision, support, and guidance to IM in execution of duties inc. data entry (CHDC), GIS/mapping standards, field reporting, registrations etc.
  • Inspire and lead the INSO IM community with regular meetings and opportunities for cross team sharing and learning.
  • Supervise and support the CHDC Data Manager in maintaining integrity, reliability and consistency of CHDC data for use of INSO personnel and partners.
  • Provide overall project management for INSO software applications including Conflict & Humanitarian Data Centre, Partners Portal and World Alert, including user training and orientation (internal and external), user support and troubleshooting, third party integration, product research and development, registration management etc.
  • Coordinate between Program, IT and Software teams for application security, updates and improvements as arising.

Knowledge, Skills and Experience

Essential:

  • Fluency in English (required).
  • Master’s degree or equivalent in Information Management, GIS, Geography, Information Systems or another relevant field.
  • 3-5 years of experience in GIS and data visualisation in a similar humanitarian organisation and/or context.
  • 3-5 years of experience leading and managing IM teams, ideally in humanitarian contexts.

· Familiarity with databases and database languages such as mySQLl and SQL including creating queries and manipulating data.

  • Extensive experience with ArcGIS for data management and manipulation; presentation and design tools, particularly Adobe InDesign and Illustrator; data visualisation tools, specifically Power BI or Tableau; and advanced MS Excel skills.
  • Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in high-risk contexts.
  • Excellent communication and organisational skills.

Nice to Have:

  • Working knowledge of French (Written and Spoken).
  • Understanding of humanitarian principles and practices.
  • Proven ability to identify, analyse and participate in the resolution of issues/problems.
  • Experience in security incident mapping.
  • Field experience with humanitarian organisations, particularly NGOs, and in high-risk countries.

Terms & Conditions:

Fixed-term (renewable) full-time contract based in The Hague, Netherlands, €5,250 per month, 8% vacation pay (vakentiegeld), 2.5 days annual leave per month. We also provide Basic Premium Health Insurance with ONVZ. This position is eligible for a Highly Skilled Migrant visa sponsorship and relocation allowance.
