Background

iMMAP is starting a new project in Mali aiming at providing IM support through different activities that, together, will improve the understanding of humanitarian needs and the monitoring and coordination of the humanitarian response.

Through this project, iMMAP will deploy specific human resources to key IM node under OCHA’s responsibility to improve data and information collection, treatment, and analysis. In addition, iMMAP will produce humanitarian situation reports through secondary data review (SDR). The reports will focus on different areas that are crisis affected or to different sectors depending on communicated needs and OCHA’s prioritization. These reports will participate in the overall monitoring of the humanitarian situation and needs.

For this project, iMMAP is looking for a Senior IMO based in Bamako, Mali to coordinate and supervise the production of humanitarian situation monitoring report through Secondary Data Review. This position still depends on funding confirmation.

Presentation

Information Management

  • Conduct surveys to collect information needs and identify areas of focus
  • Building on other iMMAP similar projects, develop the methodology for the production of quarterly humanitarian situation monitoring report through Secondary Data Review
  • Identify, collect, and classify secondary data on humanitarian issues using the DEEP platform.
  • Identify barriers for information collection, collation, analysis and sharing.
  • Maintain situational awareness of humanitarian issues by participating in humanitarian architecture meetings and engaging with humanitarian implementing partners.
  • Schedule and conduct key informant interviews to fill information gaps.
  • Process and analyze qualitative and quantitative secondary and primary data to extract key insights.
  • Produce maps to communicate key humanitarian data, in accordance with organizational and in-country guidelines.
  • Generate data visualization, including corresponding charts, tables, and infographics, in accordance with organizational and in-country guidelines.
  • Participate in, and coordinate with, the secondary data analysis tagging team, and ensure the information is captured correctly.
  • Ensure information sharing and report dissemination to all relevant humanitarian implementing partners.
  • See that all relevant products within the situation analysis team and in other in-country teams, are properly stored in SharePoint for internal and external Knowledge Management.

Team Management / Capacity-building

  • Proactively plan and coordinate the IM and report production processes.
  • Participate in the recruitment of the IM team-members, as required.
  • Ensure that IM staff receive appropriate and adequate support by providing coaching and coordination.
  • Review and approve administrative requirements, including timesheets, expenses, and leave requests.
  • Supervise and mentor the field IM team (2 officers) to build capacity through mentorship, training and technical support.

Quality Management

  • Set clear and achievable expectations in alignment with project deliverables and organizational objectives, and ensure their fulfillment.
  • Ensure products and reports developed in the framework of the project respect quality standards and guidelines.
  • Regularly assess and provide feedback and recommendations on the quality of the program.
  • Explore, test, and implement feedback methods, including short or in-depth surveys, key stakeholder interviews, inquiries in participation platforms (eg. cluster meetings), other.
  • Ensure adequate integration of internal and external relevant feedback on the IM and report production processes.
  • Produce or support the production of internal guidelines, as required for improved and more consistent quality standards.
  • Continuously build on lessons learnt.
  • Proactively collect, monitor, and report M&E data.
  • Ensure alignment between M&E indicators and activities planned and performed.

Representation

  • Attend periodic information management meetings with the iMMAP IMO team also share updates on ongoing IM products and activities and promote good practices in the organization.

  • Other relevant duties as assigned by the Project Manager or the Technical Advisor

Requirements

Education

  • Graduate of an Institute or University in the field of Information Technology, Information Management or Computer Sciences.
  • At least 5 years of relevant working experience.

Experience

  • In-depth knowledge of database and GIS software, and computer networks, Good knowledge of related hardware and peripheral equipment.
  • Knowledge of working with the DEEP platform (https://www.thedeep.io/) is highly desired
  • A minimum of 5 years of progressively responsible experience in humanitarian information management, GIS, database management/Administration (familiarity with PHP, HTML or any other programming language), data visualization, or data analysis is required.
  • Understanding of data QA/QC processes for information management are essential.

Soft skills

  • Ability to coordinate with local administrators, government, NGOs working with community projects and agencies involved in mine-action.
  • Flexible and adaptable to any situation.
  • Self-reliant and able to work independently.
