Organization
iMMAP France is a non for profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations ad we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Background:
The Senior IMO will join a team that will work on the State of the environment reporting (SOER), that represents an instrumental way of developing and communicating environmental information to decision makers for the United Nations Environment Program (UNEP) mission in Kuwait. SOER can also provide an early warning of emerging environmental problems (Emerging Issues); and identify knowledge and information deficiencies impeding the understanding and interpretation of environmental conditions and trends. In this context, the Kuwait Environment Public Authority (KEPA) recognized the importance of developing a state of environment report which will be an important pillar for setting a baseline for all future environmental policies and strategies in Kuwait, by using the methodology adopted by UNEP known as the Integrated Environmental Assessment and the Drivers-Pressure-State-Impact-Response (DPSIR) framework.
Responsibilities
The senior IM officer will be responsible for the timely development and delivery of high-quality IM service outputs. The IM services provided include but are not limited to:
Infographics & Visualization
· In collaboration with the project lead, UNEP and KEPA representative review and clean Kuwait SOER datasets
Assist the project lead and partners in the identification of key assessment indicators
Design and develop templates for Kuwait SoE Dashboard based on a set of essential national environmental indicators (around 60), according to the DPSIR framework, by processing data from diverse sources which will be provided by the client;
·Define and work on alternative data sources (satellite integration, external data research, exploring new sources of external data etc.);
·Define the infrastructure of the SoE Dashboard and develop the Mock-up and all the related functionalities.
·Data integration (statistical + geospatial) with relevant metadata considering open sources such asMapX; also, the IMO should be able to use Apache Superset and Business intelligence (BI) module for creating the different thematic Dashboards.
Remote workshops
·Deliver an in-person workshop on the final product (summary of the “visual” SoE report) remotely, in a national level workshop;
Capacity building
Deliver remote and at least one in person training to enable the eMISK team to make the best use of the Dashboard platform and to help them to manage (e.g., update, modify) the content of the platform in an independent manner;
· Develop and prepare training materials developed in English and Arabic.
Data Management
· Design, develop and manage the database, any additional spreadsheets, and other data tools;
· Consolidate operational information on a regular schedule to support analysis, including compiling and updating available GIS data (GPS tracking, data from other agencies, etc.);
· Understand, document, and ensure the quality of high‐value humanitarian data for accuracy, consistency, and comparability; contribute to planning and monitoring reports.
IM Product Quality assurance
·Ensure the IM service is provided in line with the donor proposal and requirements;
· Ensure all IM products produced as part of the service provision meets the needs of the requesting clients in all aspects;
· Ensure all IM service requests by clients are properly stored, reviewed, approved, assigned to IM officers, and closed professionally.
Representation
·Engage with regional humanitarian actors;
· Attending any information management meetings with the client and share updates on ongoing IM products and activities and promote good practices in the organization;
·Other relevant duties as assigned by the line manager.
Requirements
Education
Advanced university degree (Master’s degree or equivalent) in information management, information systems, computer science, data science, statistics, GIS, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
·A minimum of 5 years of data/information management and analysis work experience, preferably with the humanitarian ecosystem is required.
·Advanced Proficiency in Microsoft Office specially in Microsoft Excel.
·Knowledge and practical experience of current GIS software (ArcGIS, Google Earth, QGIS) desirable.
· Knowledge and practical experience of Adobe Illustrator is desirable.
·Knowledge and practical experience of database development desirable.
· Experience working in an international organization desirable.
· Experience in developing software solutions, dashboards, infographics.
· Experience in providing IM support services with a customer focused approach is desirable.

· An understanding of the analysis spectrum and specific analytical techniques to ensure each level of analysis is covered, i.e., descriptive, explanatory, interpretive, anticipative, and prescriptive analysis.
