Position Title: Senior Information Management Assistant

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is one of the major humanitarians and development actors in Somalia. IOM Shelter and Non-Food Items (S/NFI) program currently implements projects focused on in-kind distributions as well as Cash Based Interventions. The program also maintains the common supply pipeline for cluster partners.

Under the overall supervision of Programme Officer (S/NFI), and direct supervision of Project Officer (S/NFI), the Senior Information Management Assistant will be responsible for supporting aspects of Information management and Monitoring & evaluation of shelter and NFIs activities in close coordination with the field teams and in close collaboration with other units.

Core Functions / Responsibilities:

Information Management (Monitoring and Evaluation).

  1. Support and contribute to the development and implementation of the M&E system, including M&E SOPs (Standard Operating Procedures) and guidance tools with a strong focus on trainings and capacity building of staff in the field.
  2. Facilitate high quality and harmonized data collection by setting up tools according to programme and M&E requirements, including quality control checks, and providing appropriate and timely training to the teams.
  3. Ensure data is cleaned and made available for internal consumption ion by SNFI team and M&E to inform decision making.
  4. Archive and backup database systems; ensure security of databases; perform database administrator functions.
  5. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use as well as in the roll-out of new applications, and the training in existing applications and online systems.
  6. Develop alert systems related to programme results.
  7. Contribute to the creation, development and sharing of relevant results-oriented material (dashboards, factsheets, website and newsletters).
  8. Troubleshooting data collection problems and diagnosing and solving hardware or software faults Set up new users’ accounts and profiles, emails and dealing with password issues.

Reporting

  1. Assist in donor report writing, and other data-related requests by providing relevant information based on data collection and partner’s progress based on IT tracking systems.
  2. Provide M&E related data to use for briefing notes, situation reports, and ad hoc communication materials.
  3. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in information technology, Demography, Statistics, Social Sciences or related field from an accredited academic institution with four (4) years of experience; or,
  • High school degree/certificate with six (6) years’ experience.

Experience

  • At least 4 years’ experience in a UN agency or an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and IM.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.

Skills

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Working knowledge of regional languages is an advantage.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighboring country located within commuting distance, and a work permit, as applicable.
