Reporting to the Chief, Protection Division, the Senior Humanitarian Principles Coordinator is responsible forleading, developing, and coordinating Agency-wide initiatives aimed at maintaining and scaling up theapplication of and adherence to humanitarian principles across all Agency activities. This includes oversight ofthe integrated checks of installations across all fields of operation, creation and updating of new and relevantpolicy, and the final review of all materials on the self learning platform following the review of the Departmentof Education.

Responsibilities

  • Coordinates, develops and monitors the implementation of Agency-wide initiatives, policies, and guidelines relevant to the application of humanitarian principles.
  • Plans and coordinates the development and execution of all trainings at Agency-wide level and supports Field-level trainings on the application of humanitarian principles
  • Oversees the implementation of standards and operational and monitoring tools relating to the application of humanitarian principles Agency-wide, including integrated checks of Agency installations and final review ofof all materials on the self-learning platform; establishes and updates operational records and conducts analysis of necessary statistical information for these purposes.
  • Oversees the management and coherence of data relating to humanitarian principles including installation checks and neutrality violations; conducts analysis of relevant data, identifies issues and trends and makes recommendations to improve Agency policy framework on the application of humanitarian principles as well as enforce improved standards relating to the application of humanitarian principles in Agency installations.
  • Leads development of risk management tools, practices, responses, and capacity development related to the application of humanitarian principles.
  • Manages specific donor-funded projects related to the application of humanitarian principles, including oversight of reporting to and partnership building with donor stakeholders.
  • Provides overall coordination and technical guidance support on the application of humanitarian principles to Protection Neutrality teams and other relevant UNRWA stakeholders in all five fields, ensuring consistency of- practices across the Agency.
  • Is responsible for providing advice and support, including preparation of reports, analysis, and talking points,to UNRWA senior management on issues related to the application of humanitarian principles across theAgency, including oversight of disciplinary measures relevant to neutrality in coordination with the Departmentof Internal Oversight Services and Department of Human Resources.
  • Manages the HQ-based Humanitarian Principles team, ensuring effective coordination and delivery of team objectives and efficient implementation of required administrative duties.

Education
Advanced university degree (Masters’ or equivalent) from an accredited educational institution in political orsocial science, law, or a related field.

Work Experience
At least eight years of progressively responsible and relevant professional experience in internationalorganizations and in the humanitarian sector.

At least three years of relevant experience where primary responsibilities include work related to theapplication of humanitarian principles, protection, or humanitarian affairs, including experience in capacitybuilding and policy development.

A minimum of two continuous years of relevant international experience outside UNRWA, and outside thecountry(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

Previous work in the Middle East with knowledge of the history and the issues affecting the region (desirable).

Knowledge of and experience in working on risk management issues, including risk assessments and analysis(desirable).

Knowledge of and experience in project management (desirable).

Languages
Excellent command of written and spoken English.

Ability to speak Arabic is desirable.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed bycompetency-based interview.

Special Notice
Type of Contract and duration: 2 years, with the possibility of further extension.
The Senior Humanitarian Principles Coordinator will be required to reside in the Amman and will be required totravel frequently to all five fields of operation.
Applicants have to complete the Personal History Profile (PHP) in inspira in order to be considered. The PHPshould be completed with full relevant work experience as per the requirements in the Job Opening, in order tobe considered.
A roster may be created from the selection exercise, and successful candidates may become eligible for anappointment to the same post or a similar post.

Equivalency:
A first level university degree in combination with two additional years of qualifying experience may beaccepted in lieu of an advanced university degree.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered anacceptable combination.
