POSITION SUMMARY

Under the direct supervision of the Country Director, the incumbent is responsible for providing overall Human Resources support and managing the day-to-day human resources activities in the office. The position is responsible for the full cycle of employment including; staffing, recruiting, retention, performance management, employee relations, compensation, compliance, individual development and succession planning.

MAJOR ACCOUNTABILITIES

  • Provide clear, consistent, ethical and legally accurate advice to all employees on all aspects of Human Resources as needed and when requested as well as when specific risks are identified
  • Develop and recommend personnel policies and procedures and maintain Local Hire Manual in accordance with labor laws and ICAP Standard Operating Procedures (SOPs)
  • Liaise with the Department of Labor and local legal counsel when needed on issues of compliance with local laws
  • Actively participate in the full-cycle recruitment for all office vacancies which includes supporting managers in the writing and updating of job descriptions, placing job advertisements, screening and interviewing qualified candidates, conducting references checks and extending employment offers
  • Oversee the onboarding and orientation of all new hires in a consistent and timely manner
  • Ensure SOPs and Local Hire Manual are shared with and complied with by staff; provide guidance on SOP requirements
  • Monitor employee time off tracking according to ICAP leave policies. Ensure prompt submission of time off tracking sheets as well as leave request forms
  • Collaborate with the Senior Management Team to conduct compensation reviews which entail salary survey data submissions and/or analysis of national inflation rates
  • Develop salary adjustment proposals for the Global Human Resources Director’s review and approval at HQ level
  • Coordinate the administration of benefits by working closely with insurance carrier(s) to manage staff enrollments and terminations, issuance of insurance cards, Schedule periodic insurance benefits orientation for all staff members.
  • Prepare monthly payroll change files for DAF’s review and upload to OnBase system for Head Quarter approval, as well as all related supporting documents
  • Implement and administer the annual and intermittent staff appraisal process.
  • Act as the lead in-country promoter of ICAP’s professional development initiatives including both in-person and online learning opportunities. Assist employees and management on identifying learning opportunities
  • Maintain staff leave tracking template and update employee’s time off tracking form regularly based on approved public holidays and funding period
  • In partnership with the Country Director, manage all employee relations matters including conflict resolution and disciplinary matters that is in compliance with local labor laws, ICAP SOPs in order to meet the standards of a conducive working environment
  • Liaise with the DAF and safety and security focal person to ensure safety needs of all staff members are met during crises
  • Work alongside the Director of Administration and Finance in negotiating and preparation of consultant contracts/service provider agreements as per ICAP SOPs
  • Carry out other duties and responsibilities as assigned by the supervisor

EDUCATION

Bachelor’s degree in relevant field, preferably in Human Resources Administration. Master’s degree is an advantage.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • 3+ years human resources administration experience
  • Knowledge of Human resources policies & practices in the Philippines
  • Excellent interpersonal and communication skills
  • Excellent computer skill (Microsoft Office package) and internet literacy
  • Ability to apply discretion and handle sensitive confidential information
  • Ability to work in a multicultural environment
  • Fluency in oral and written English and Pilipino
  • Strong organizational, secretarial and planning skills with attention to detail
  • Filipino national
