Within the Department of Human Resources Management, the Integrated Talent Management Unit (ITMU) which is responsible for managing initiatives which help IOM to identify, attract, train, develop and retain skilled employees to meet the mandate of the Organization.

Under the overall supervision of the Head, ITMU and direct supervision of the Senior Human Resources Officer / Head of Staff Development and Learning (SDL), the incumbent will provide support to the SDL Unit (and, if need be, to other Units), regarding the production of video learning content and perform the following duties.

Core Functions / Responsibilities:

  1. Receive requests from learning owners in IOM and coordinate the development or creation of learning products by understanding the requirement, providing proposal that includes design, budget, timeline, quality assurance, ensuring adherence to IOM’s accessibility guidelines, and obtaining training owner’s sign-offs prior to release.
  2. Coordinate, plan and monitor the activities and deliverables of the Learning Solutions Team, including Instructional Designer, Animators, Videographers, Graphic Artists, and others, by: a. Reviewing their outputs and assigning projects;
  3. Managing content delivery schedules within product release cycles, and
  4. Working with Instructional Designer to ensure a needs assessment of a project and verify the performance outcomes required of learning initiative.
  5. Participate in the development of instructional education material to convey complex and technical subjects, including, text, video, animation, recorded presentations or e-learning formats using design best practices.
  6. Review, assess and identify areas of improvement in SDL-related matters (e.g., learning development, communication, policy, etc); provide inputs for new procedures and participate in discussions on such matters.
  7. Contribute to the development of the SDL accessibility, diversity and inclusion standards into IOM’s framework for Learning; ensure that all developed digital learning products adhere to these guidelines.
  8. Handle all tickets raised in the HR Support Portal concerning learning solutions development.
  9. Support the upload of the learning content into the learning management system; help troubleshoot defects and implement fixes.
  10. Guide, supervise and coordinate the work of the Learning Solutions Team.
  11. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Communications, Multimedia Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • Completed High school / Secondary school education with seven years of relevant experience.

Experience

  • Experience in managing team, managing budget, multi-media, and communication;
  • Previous experience in learning development and multimedia.

Skills

  • Team management skill;
  • Instructional design skills, a distinct advantage;
  • Fluency in video editing software, PowerPoint, iSpring, articulate 360, and Adobe Suite tools; and Vyond;
  • Proven ability to produce work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
