Summary of the position

The Senior Human Resource Officer is responsible for implementing the human resource systems and processes in the SAMS country office (Syria and Turkey). This includes orientation, recruitment, payroll management, and other human resources issues. These processes will be aligned with SAMS’s organizational-wide systems.

Main tasks and responsibilities:

Recruitment:

  • Prepare annual recruitment plan.
  • Supervise preparing job announcements and PRFs over HRIS
  • Ensure each position has a valid job description.
  • Ensure implementation of recruitment policy by implementing recruitment processes.
  • Conduct HR interviews.
  • Conduct recruitment in several phases such as the test phase and panel interview phase, including the selection process.
  • Ensure proper reference checks and ATC for candidates.
  • Prepare job offers and contracts for selected candidates.
  • Develop orientation process and perform orientation sessions and induction for new employees.
  • Archive and maintain proper documentation for the recruitment process.
  • Oversee recruitment processes for the Syria field office and ensure proper documentation.
  • Ensure proper implementation of the recruitment policy and related procedures.

Payroll and attendance management:

  • collect and prepare monthly timesheets.
  • calculate and prepare monthly payroll.
  • ensure the payroll policy is properly implemented.
  • Review time sheets, salary computation, and other information to detect and reconcile payroll discrepancies.
  • maintain proper, accessible, and confidential payroll and timesheet archives.

HR Tasks and PSEA:

  • Act as the focal point for PSEA
  • Educate and empower staff to integrate PSEA principles into their daily work by ensuring adherence to standards of preventing, reporting, and responding to PSEA.
  • Conduct PSEA training for all SAMS staff in Turkey and Syria.
  • Participate in investigations when needed.
  • Ensure SAMS organizational policies and systems are implemented properly by all stakeholders.
  • Participate in HR meetings or any other assigned meetings when necessary.
  • Provide all needed documents and reports for several stakeholders.
  • Other tasks as assigned by the HR Manager

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • A university degree in Business or any other related field is required. A master’s degree in HR management is Desirable.
  • Proven experience of a minimum of 3 years in HR is mandatory.
  • Proven experience of a minimum of 3 years in Recruitment is Desirable.

Languages:

Fluent in written and spoken in Arabic (native) and Advanced in English.
