The Senior HR Officer is responsible for staff administration within the Philippines delegation. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. S/he performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

MAIN RESPONSIBILITIES

  • Acts as a focal point for general HR-management issues.
  • Oversees recruitment in the delegation, providing support to the HR Officers in Manila and the sub-delegations when needed, and coordinates with hiring managers for recruitment planning
  • Reviews and validates payroll for local staff in the delegation; oversees and monitors benefits management in the delegation and provides support to HR Officers in the field in this aspect
  • Supports the HR Manager in HR administration, compensation and benefits, policy implementation, administrative support to expatriates, etc., and supports the delegation on behalf of the HR Manager in case of his/her absence
  • Manages employee and labor relations for the delegation in coordination with the relevant parties (staff representation, HR Officers in the sub-delegations, external legal advisor)
  • Ensures timely and accurate monitoring/tracking of HR files
  • Supervises and coaches the HR team in Manila and the HR Officers in the sub-delegations

REQUIRED PROFILE

  • At least 7 years’ supervisory-level experience in Human Resources, most preferably in humanitarian organizations
  • University degree in human resources, psychology; or any related field with a professional diploma in human resources
  • With solid experience as HR generalist
  • Capable of staff administration for a large number of employees (200+)
  • Strong time management and organizational skills.
  • Strong leadership and people management skills.
  • Familiarity with the Red Cross and Red Crescent Movement is an asset
  • With experience working in a humanitarian environment and/or conflict/emergency context
  • Excellent knowledge of MS Office applications, payroll software, and HRIS systems
  • Good command of written and spoken English
  • Supports the HR projects and initiatives in the field.
