Job Description:

As a Senior Health Program Professional, you will play a crucial role in leading and managing health programs with a focus on health systems, particularly in international development and humanitarian settings. You will bring your expertise in program management, public health, and health systems to develop, implement, and evaluate programs aimed at addressing the health needs of vulnerable populations and underserved communities across multiple countries.

Key Responsibilities:

  1. Program Leadership and Management:
    • Lead the design, implementation, and evaluation of health programs, ensuring alignment with organizational goals and objectives.
    • Provide strategic direction and oversight to program teams across various countries, ensuring adherence to project timelines, budgets, and quality standards.
    • Foster collaboration and coordination among stakeholders, including government agencies, NGOs, community leaders, and other partners, to maximize program impact and sustainability.
  2. Technical Expertise and Innovation:
    • Utilize your in-depth understanding of global health issues to identify innovative approaches and best practices for addressing the health needs of vulnerable populations.
    • Apply your expertise in health systems to strengthen health service delivery, health infrastructure, and community health systems, particularly in humanitarian settings.
    • Stay abreast of emerging trends, research findings, and technological advancements in public health and health systems, integrating relevant innovations into program design and implementation.
  3. Program Design and Evaluation:
    • Lead the development of comprehensive program strategies, including theory of change, logic models, and monitoring and evaluation frameworks, to guide program implementation and measure impact.
    • Conduct rigorous program evaluations, utilizing qualitative and quantitative methods, to assess program effectiveness, identify lessons learned, and inform programmatic improvements and scale-up efforts.
  4. Stakeholder Engagement and Partnership Development:
    • Cultivate strong relationships with key stakeholders, including donors, government agencies, implementing partners, and local communities, to garner support for programmatic initiatives and facilitate resource mobilization.
    • Engage in strategic advocacy efforts to promote policy changes and investments that advance the health and well-being of vulnerable populations.
  5. Team Leadership and Capacity Building:
    • Provide mentorship, guidance, and technical support to program staff, fostering a culture of learning, innovation, and continuous improvement.
    • Lead by example, demonstrating professionalism, integrity, and a commitment to equity and inclusion in all aspects of program management and team interactions.

Qualifications:

  • PhD in Public Health, Health Systems, or a related field, with a focus on health systems strengthening and international development.
  • At least 15 years of progressive experience in program management, with a track record of success in designing, implementing, and evaluating health programs across multiple countries.
  • Background in international development, with significant experience working in humanitarian settings preferred.
  • In-depth understanding of global health issues affecting vulnerable populations, with expertise in developing programs for underserved communities.
  • Exceptional interpersonal and communication skills, with fluency in English and Arabic. Proficiency in French is considered an advantage.
  • Strong analytical abilities for data interpretation and strategic decision-making, coupled with extensive experience in project management, including budgeting, scheduling, and contract negotiation.
  • Demonstrated capability in team leadership, performance assessment, and fostering a collaborative work environment.
  • Familiarity with proposal writing and donor reporting processes is desirable.
