About the role

Background

Crown Agents in collaboration with the Ministry of Health and Child Care (MoHCC) is looking for a senior health expert – “Coordination and Health Systems Strengthening.” Key responsibilities will include:

  • Technical Support for the MoHCC – with a focus on Coordination
  • Work with MoHCC Programme Management Unit (PMU) to agree Health System / coordination issues, including:
  • Support for GoZ Health Coordination Framework
  • Ensure Health Resilient and Sustainability Fund (HRF) activities are well coordinated with the Global Fund to fight HIV, TB, Malaria; the Global Financing Facility (GFF) and health projects funded by other donors e.g., PEPFAR.
  • Support the PMU lead in HRF planning and delivery engagement with MoHCC directorates HRF DPs and UN, Community Health Committees, and community groups.
  • Ensure key cross-cutting issues e.g. climate change, human rights, disability and safeguarding are mainstreamed in health policy discourse and programme delivery approaches in the implementation of the HRF
  • Ensure activities related to gender and women’s health are coordinated and aligned with the Team Europe Initiative on Women’s Empowerment and Gender Equality and the Spotlight initiative.
  • Improve the technical delivery and performance of the HRF:

HRF Steering Committee support

  • Support the strategic interaction between the Development Partners (DPs) and the HRF Steering Committee (work with the Unit Coordinator and other staff to ensure stakeholders inputs are taken on).
  • Support the analysis of performance and identification of key issues for the DPs to engage with at the Steering Committee
  • Assisting in administering the HRF Steering committee

Monitoring, evaluation, and technical backstopping.

  • Promote the use of Evidence in the HRF and health sector decision making and policy choices
  • Provide oversight for the HRF Programme Research and Evidence strategy, including:
  • Contribute to technical and financial monitoring of the implementation of this HRF including consolidation of all data and narrative reports (annual reviews, quarterly updates, surveys) and submission of these reports to the DP
  • Development Partners, UNRCO and the PSC, for approval; analysis of data and verification, when required.
  • Undertake field visits and periodic programme reviews with HRF DPs, MoHCC and 1st tier IPs and their partners for tracking frontline implementation of the HRF.
  • Participate in major evaluation exercises programme and sector reviews incl. mid-term and endline evaluations
  • Provide technical backstopping and challenge to HRF first tier implementing partners

HRF Sustainability and exit strategy – through the Leadership Group

  • Provide support on implementation of the leadership group decisions.

About you

Requirements

  • Masters’ Degree or equivalent Masters in a relevant technical area (e.g., in Public Health, Epidemiology; Economics; Public Policy with a focus on Health Systems Strengthening; or related field relevant to the TOR.)
  • At least 7 years’ experience with government institutions or development partners or non- governmental organizations, civil society including demonstrated significant experience in public health or public administration at senior level.
  • A comprehensive understanding of health systems and policy issues globally and in Zimbabwe.
  • Excellent English writing skills and fluency (e.g., ability to communicate technical issues to non-experts and communicate clearly orally and in writing.)
  • Strong analytical skills including ability to analyse economic, epidemiological and health data to inform recommendations and decisions.
