URGENT CALL FOR APPLICATIONS – SENIOR GRANTS OFFICER

FHI 360/Philippines (www.fhi360.org) is in search of candidates for Senior Grants Officer position to join the USAID-funded EpiC HIV project in the Philippines.

PROJECT DESCRIPTION:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.

JOB SUMMARY

The EpiC HIV Senior Grants Officer will be primarily responsible for supporting and assisting the Finance Manager and Program Lead in grants management under the EpiC HIV project in the Philippines. This position is responsible for all aspects of the component with specific responsibilities including, but not limited, to Grant Due Diligence, Training and Monitoring, and EpiC HIV financial transaction. S/he will provide capacity development and technical support to sub-recipients to strengthen their grant management systems and ensure strong management of sub-agreements. This position will also serve as back-up to the EpiC HIV Finance Officer & reports to the EpiC HIV Finance Manager.

KEY RESPONSIBILITIES

  • Grant Due Diligence

    • Works with assigned short listed grantees to finalize their proposals to address comments and concerns raised by the Grant Evaluation Committee
    • Liaises with short-listed grantees to finalize budgets and budget narratives, ensuring that all costs are reasonable and necessary; obtains documentation to support budgeted costs for payroll, rent, utilities and all other shared or unique costs
    • In coordination with Program Lead/Team, works with short-listed grantees to obtain required documentations (i.e., Pre-Award Assessment Tools) to verify the organization has the financial and administrative capacity to manage a USAID-funded award
    • Supports the program team in the preparation of grant package, as appropriate
  • Grantee Training and Monitoring

    • Participates and/or delivers sections of grant management training, as requested.
    • Works the program team on timely and seamless start up and /or close out processes of subawards
    • Works with the program team and other relevant teams to identify the kind of financial technical support that might be needed to ensure the proper implementation and impact of the grant
    • Monitors the budget and utilization of all subgrantees in collaboration with Program & Finance teams
    • Receives and tracks sub-recipient’s monthly subaward financial reports (SFRs) and confirms acceptance of grantee’s deliverables as support to subaward advance request
    • Reviews and verifies validity and propriety of subrecipient’s reported expenses in the SFR and compliance with the terms & condition of the grant
    • Conducts regular or periodic site visits and/or on-site financial reviews
    • Ensures adherence to the full documentation requirements for grants and the completeness of individual subrecipient’s documentation files and/or folders
    • Maintains and updates all subaward tracker/tracking systems
    • Prepares (and coordinates, if needed) all grants reporting requirements of FHI and USAID
    • Ensures timely conduct and completion of monthly SFR reviews, site visits or on-site financial reviews.
    • Provides timely updates to the Finance Manager and Program Lead on critical concerns or potential issues/concerns of the subrecipient
    • Ensures subrecipient’s compliance to the grants contract, FHI360’s and Donor’s requirements
  • EpiC HIV Financial Transactions

    • Serves as back-up of the Finance Officer on financial recording and reporting for EpiC HIV project
    • Reviews payment requests to ensure documentation & process are in line with FHI 360 cost principle requirements
    • Review accounting transactions to ensure costs are charged to correct codes before uploading to accounting system
  • Perform other appropriate duties and responsibilities as assigned by the EpiC HIV Finance Manager

REQUIRED SKILLS

  • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.
  • Ability to respond to inquiries independently and follow-up on requests in an efficient manner.
  • Ability to work collaboratively, productively, and sensitively within a multidiscipline, multicultural and multigender environment.
  • Fluency in interpersonal, writing, and oral presentation skills in English. Advanced level of Tagalog is strongly preferred

REQUIRED EDUCATION AND JOB EXPERIENCE

  • Previous experience working with USAID or PEPFAR supported program is highly preferred.
  • Familiarity with Filipino public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in the Philippines is highly desirable
  • Experience with U.S. government rules and regulations and experience working in an international NGO environment desirable.
