The Senior Grants Manager will oversee the effective management of delegated grants throughout the project cycle management process, working in close collaboration with program coordinators, operations department leads, and the partnerships department. This includes high-quality donor reporting and support to business development. The position plays a critical role in building staff capacity in grants management processes.

The Senior Grants Manager will be responsible for providing program and operations teams with general grants management support, advising on donor compliance and IRC regulations, and ensuring grant deliverables are achieved on time. This position works closely with the finance department to monitor BvAs and budgets.

This position is based in Aden with occasional travel to program sites across Yemen.

Responsibilities

Grants Management and Compliance

• Ensure that grants or contracts are well administered, and program/operations teams are fully informed of relevant donor compliance regulations and IRC procedures.

• Support program staff in processing modification requests, NCEs, cost extensions, budget realignments, and other amendments as required.

• Update the comprehensive information management and filing system (both Box and OTIS) that ensures all donor contractual documents, reports, donor correspondence, and key communications are appropriately filed in up-to-date and consistent soft and hard libraries.

• Coordinate closely with the MEAL Coordinator on delegated grants to ensure alignment between M&E and grants processes.

• Coordinate and support regular monitoring of grants, using appropriate grant management tools and through facilitation and support of regular and timely Project Cycle Management Meetings.

• Support the grants team and country office to maintain positive and constructive relationships with donors

• Ensure that effective channels of internal and external communications relating to grants are established and respected.

• Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures.

• Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions.

• Liaise with IRC HQ about specific compliance issues and clearly communicate these issues through to relevant colleagues in the field.

New Business Development

• Support proposal and project/program revisions as required.

• Support opportunity identification by performing monitoring, research and analysis into donor strategies and share with program staff.

• Support the Grants Coordinator to ensure proposals are tracked with standard IRC tracking tools (e.g., FM01, OTIS).

Reporting

• Manage processes to ensure timely delivery of high-quality reports which meet donor and IRC requirements. Proactively support program managers/coordinators, as well as key operations staff, to ensure timely feedback and inputs.

• Ensure draft reports are disseminated for review/feedback to program coordinators, finance, technical advisors, senior management, and HQ staff prior to donor submission.

• Support the partnerships department to ensure forward planning and timely submission of partner inputs for donor reporting.

• Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and grant department tools.

• In concert with the finance team, assist program technical leads and operations staff with understanding the financial reporting and other compliance requirements on their grants

Capacity Building

• Develop strategies and actionable plans to build the capacity of key IRC staff in grants management and compliance, report writing, editing, and critical analysis. Ensure retention of knowledge and ability to apply learned concepts in practice.

• Train key staff in IRC and donor regulations and processes to ensure independent and accurate grant management

Qualifications

• Minimum of five years of progressive professional humanitarian grants management experience in a fast-paced, multi-sector working environment

• Experience overseeing the grants cycle and providing compliance support to program and operations teams for USG (including BHA) and European (including ECHO, GFFO, SIDA, SV) donors

• Experience in and enthusiasm for developing and delivering trainings on grants and compliance subjects, including providing regular on-the-job coaching to peers on grants management and report writing

• Exceptional English writing skills. Able to independently draft and edit complex documents for donor submission with minimal oversight.

• Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions for grant management and compliance-related challenges.

• Strong collaborator with effective interpersonal, analytical, and communication skills. Strong cross-cultural communication skills and comfortable working as part of a diverse team.

• Demonstrated ability to manage and meet competing deadlines in a fast-paced and frequently changing work environment.

• Ability to carry out responsibilities independently with minimal technical support.

• Highly resilient and comfortable working in an insecure setting with restricted personal freedoms.
