GOAL

Overview / Objectives of the position:

Reporting to the Syria Programme Director (SPD), the Senior Grants Coordinator will be central to ensuring coordination and quality of grants management and new business development for GOAL Syria. The incumbent will drive the GOAL Syria business development strategy. This position is based in Amman with travel to GOAL Syria Offices in Turkey.

The Senior Grant Coordinator will manage the Grant Coordinator (based in Amman).

The Senior Grants Coordinator will be part of the GOAL Syria Programme Leadership Team working closely and in coordination with the SPD, Deputy Programme Director (DPD)– Quality and Technical, the Food Security, Nutrition & Livelihoods (FSNL) Assistant Programme Director as well as the Emergency, WASH & Shelter ADP to support the timely and quality implementation of GOAL’s programme portfolio and the
development of future programming as part of GOAL Syria’s Emergency, WASH & Shelter humanitarian response. The Senior Grants Coordinator will work collaboratively with GOAL Syria’s senior management team, technical advisors, MEAL team, Programmes, Finance, Systems teams, and partners.

Main responsibilities:

Program and New Business Development –
In conjunction with the SPD and HQ BDU, provide guidance, support, and technical assistance to GOAL Syria on all aspects of business development, including pre-positioning, program design, proposal development, and negotiation with donors and partners.

Grants Management & Program Support –

Serve as the focal point for designated grants between the GOAL Syria Country Office and GOAL HQ.
Ensure efficient, harmonised and effective systems in place and utilized for information management and grant management (including reporting, implementation monitoring and tracking, donor communications and filing) across the Grants Unit. Work closely with finance, HR, systems departments and the programme team to strengthen and maintain regular grant review processes, including setting up grant health indicators and trackers. In coordination with finance, maintain visibility of spending and forecasts for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
In close collaboration with the GESI Adviser and Protection Manager, ensure that GESI and protection mainstreaming is reflected in donor reporting and reviewed in grants managements meetings

Communications, Representation & Donors Engagement –

Support the SPD and the two Assistant Programme Directors with engagement with donors and key stakeholders including representation in donor and partner meetings as needed.
Act as focal point with donors in-country for the proposal development process

Donor & GOAL Compliance –

In coordination with the Assistant Programme Directors for programme, liaise with GOAL Syria donors on grants management issues for ongoing, past, and potential future programming. Support Compliance Department with donor communications during donor agreement review periods, and support coordination of their review with relevant GOAL Syria team and with relevant HQ staff.
Collaborate with PQ team leads to ensure that donor Third Party Monitoring (TPM) exercises are supported and prepared for.

Lead, Mentor, and Manage the grant department staff –

Support Grant coordinator as well as other members of the Grant Unit performance, growth and learning through regular feedback, coaching, and mentoring, as well as mid-term and annual performance appraisals. Together with SPD identify personal professional development capacity gaps and address through training and other knowledge building resources. Oversee the recruitment and orientation for new direct reports and support the Grant Coordinator in the recruitment and onboarding of their project staff

Requirements: Technical & Functional Skills

Required:
• Bachelor’s degree or equivalent in international affairs, communications, development, or related subject.
• At least six years of experience working in project and/or grants management and proposal/business development/design in a humanitarian context with an INGO or international organisation.
• Prior knowledge of donor regulations (BHA, ECHO, FCDO, UN)
• Prior experience designing and developing new business development and funding strategies
• Proven track record of successful proposal and concept note development from development, donor submission and award for range of donors
• Strong writing and editing skills with close attention to detail
• Strong capacity to mentor and build staff capacity
• Strong skills in Microsoft Office Suite
• Fluency in spoken and written English.
• Excellent planning and organizational skills, with the ability to appropriately managed and delegate work.
• Excellent analytical, presentation, and reporting skills.
• Travel: Ability and willingness to travel to Turkey and regionally when required.

Strongly Preferred:
• Master’s degree or equivalent in international affairs, communications, development, or related subject.
• Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
• Proven ability to work well in teams and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.
• Excellent inter-personal, cultural and relationship-building skills and the ability to effectively represent GOAL with donors and other external stakeholders.
• Proven ability to think strategically
• Good contextual knowledge of Northwest Syria – social, cultural and economic context, priorities and constraints.
• Previous field experience working in MENA region
