Job Description

MAJOR RESPONSIBILITIES

Budget Management and Monitoring

  • Monthly analysis and Monitoring of projects budgets to ensure proper charging of projects expenses and spending as per approved budget for the Head Office based projects and any other assigned project
  • Analyse NO grant expenses against the approved budgets and advice Grants Finance manager on potential risk of under/overspending through variance analysis
  • Ensure high quality standards are maintained in budget development (proposal, grant and matches) in co-ordination with program personnel. Work closely with Grants Finance Manager to prepare quality grants budgets in Conjunction with the RAM Team.

Partner Management

  • Support the Senior Grant Accountants in Conducting periodic project/partner visit for financial review and capacity building in finance management.
  • Assisting in reviewing partners reports and posting them into the Sun system on time;

Grant Support On Finance Functions At Head Office

  • Review HO managed grants projects Requests and follow up on procurements and payments.
  • Maintain an updated Consolidated Fixed Assets Register for all the grants and make spot checks on assets located in the field
  • Ensure that annual grants projects are correctly posted in Sunsystem for both budget G and B
  • Ensure provision of support, technical assistance and awareness to grants staff on all financial related issues.

Project Audits.

  • Provide Support in coordination of both internal (Global Centre) and external Audits Donor Audits.
  • Analyse all grants Audit reports and advise the grants manager of all the pending recommendations.
  • Ensure any Audit recommendation affecting area of responsibility are cleared within 90days after issuance of audit report (both internal & external).
  • Play active role in maintenance of internal controls by ensuring laid down procedures are followed and Zero tolerance to Fraud is adhered to.

Financial Reporting

  • Preparation of timely and accurate monthly grants reports for the assigned grants to internal and external users/donors.
  • Ensure grants/projects reports are discussed with the Project team within the required time schedule.
  • acilitate timely closure of phasing out projects and year end closing procedure for the grants projects

Grants Compliance

  • Assist in ensuring grants compliance including BPS and EPLS and proper CAL allocation or reversals as per diverse donor requirements.
  • Ensure monthly timesheets/LDRs are filled and approved for program support staff and payroll reconciliation is done in a timely manner for projects where program support costs are charged as direct costs.
  • Ensure that all the grants contracts, timesheets and other grants documentation are filled.
  • Support the Grants Finance Manager in ensuring that phasing out grants are closed in line with respective Donor regulations.
  • Ensure correct entries are passed for Invoices received from WFP, Food values, monthly pending invoices and SA entries as per WFP accounting requirement

Knowledge, Skills And Abilities

A bachelor degree or A1 in Accounting, Finance or Business Administration.

Experience of three (3) years as Accountant or equivalent in NGO;

Excellent computer skills in Excel & Sun-systems software;

Professional certified as CPA or ACCA is preferred;

Thorough understanding of financial grant management and donor requirements;

Excellent computer skills in Excel & Sun-systems software/Visions;

Experience in managing donor funds; Working knowledge of Grants operations, finance services and practices is an added advantage;

Good planning and organizational skills;

Ability to maintain effective working relationships with all levels of staff and public.

Work Environment

Work environment: Office-based with travel to the field:

  • Office based: 70%
  • Travel: 20% domestic travel is required;
  • On call:10%
