Senior Governance Specialist, Lesotho

ACDI/VOCA is seeking a Senior Governance Specialist for an upcoming Market Driven Irrigation Horticulture (MDIH) Activity in Lesotho funded by Millenium Challenge Corporation (MCC). The program aims to ensure that strong legal and policy frameworks are in place in Lesotho to support the growth of irrigation throughout the country in an equitable and sustainable way. It intends to achieve this goal by improving the capacity of government and other institutions to deliver and sustain the services necessary for inclusive growth in irrigated horticulture.

The Senior Governance Specialist will develop program ideas and draft proposals for governance themes, subsequently supporting program implementation through a range of activities. The program is anticipated to start in 2024 and this position will be based in Lesotho.

Responsibilities

  • Support organizational development of governance boards for Water User Associations (WUAs) and Independent Farming Units (IFUs) at the community-level
  • Design participant-driven methodologies and processes for the establishment of effective and sustainable functioning of governance structures
  • Provide ongoing capacity building and support to IFUs, WUAs, and scheme-level governance structures
  • Support development of participant and facilitator manuals and promote social and gender equity within local governance structures, informed by the gender, youth and inclusion strategy

Qualifications

  • Bachelor’s degree in community-led governance, participatory development or other relevant social science discipline required; master’s degree preferred.
  • Minimum 10 years of experience designing and implementing community-led governance projects.
  • Minimum 5 years of experience working in programming related to farmer’s associations in the context of irrigated, commercial agriculture.
  • At least 5 years of experience in project management at a strategic/managerial level.
  • Experience in at least three projects integrating gender into community or project governance.
  • Experience working on at least one project in sub-Saharan Africa required; Lesotho preferred.
  • Fluency in English required (written and spoken).
