Position Description

EnCompass LLC is seeking candidates for a Senior Global Health Learning Specialist to join one of our creative and collaborative project teams!
The Senior Global Health Learning Specialist leads and collaborates on the design, delivery, and evaluation of learning courses, activities, and events on the USAID Global Health Training, Advisory, and Support Contract (GHTASC) activity. As a subcontractor EnCompass is responsible for implementing the learning and organizational development (LOD) aspects of the GHTASC contract, and reports to the prime contractor Credence Management Solutions.

Learning courses, activities, and events will primarily fall under the Learning and Organization Development (LOD) tasks of Workforce Development. The purpose of Workforce Development is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.

The Senior Global Health Learning Specialist designs, develops, and evaluates experiential, participatory in-person courses, virtual instructor-led training, e-Learning activities, action learning, and large learning conferences and events, with a focus on leading and managing in a GH specific context and/or GH specific technical topics.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.

Position Duties and Responsibilities

Essential functions:

General

  • Participate in the planning and implementation of learning needs assessments utilizing innovative and collaborative methods to obtain a deeper understanding of the GH workforce, using this understanding to evolve existing and future workforce development offerings in a strategic and integrated way
  • Contribute to the development of a Bureau-wide learning strategy, informed by the learning needs assessment as well as the 2022 – 2026 Agency Learning Agenda, that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels.
  • Design curricula, using creative, innovative, and evidence-based approaches
  • Develop dynamic, experiential learning session designs including macro designs based on client content, micro designs and training scripts
  • Work with subject-matter experts to develop learning programs
  • Work with clients to conduct assessments including research, focus groups, document reviews and telephone interviews
  • Develop course content for virtual learning programs
  • Facilitate face-to-face workshops and conducts training sessions
  • Facilitate group process, strategy and learning sessions
  • Ensure that programs and activities focus on leading and managing in a GH specific context and/or GH specific technical topics, liaising with client subject matter experts where needed to maximize relevance of content and activities for health sector participants
  • Contribute expertise and innovative approaches; bring leading-edge thinking, methodologies and approaches to training, learning and leadership development programs
  • Manage learning projects from design to implementation, including scope, budget, timeline and quality assurance for assigned activities
  • Effectively communicate learning project deliverables to client, team members, and other stakeholders in a clear and concise manner
  • Set up communication and monitoring systems for programs; ensure program and activity metrics and reporting developed and maintained
  • Commission and manage additional internal or external resources, as required, to ensure cost-effective and high-quality delivery of services
  • Work with diverse stakeholders to plan, organize and facilitate major events/conference for the Bureau for Global Health
  • Analyze and review Agency programs and policies on learning and staff development
  • Advise GH workforce on individual learning plans and other organizational and professional development resources, including external Workforce Learning opportunities
  • Other duties as assigned
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications

Academic Qualifications

  • Master’s and 8 years, Bachelor’s and 10 years, Associate’s and 12 years, or High School and 14 years of professional experience. Degree in adult learning, organizational development, public health, international affairs, international development, or a related field.

Experience and Skills

Must haves:

  • Min of 6 years’ successful experience:
    • Designing and delivering professional development programs/activities, and delivering client services
    • Designing, delivering, and evaluating interactive learning experiences using blended learning and innovative technologies
  • Demonstrated experience in superior writing and synthesis skills, including successful experience:
    • Converting technically complex concepts into plain language
    • Communicating to a variety of audiences with a high degree of cultural sensitivity
  • Demonstrated exceptional, virtual and in-person, presentation skills with a dynamic, engaging facilitation style
  • Robust understanding of leading-edge thinking, methodologies, and approaches for learning and development programs and activities
  • Experience creating monitoring systems to ensure program activities and metrics are maintained
  • Experience in instructional design with a focus on blended learning for in-person and virtual learning
  • Knowledge of theories and methodologies including adult learning, learning styles theory, participatory methods, instructional design, Appreciative Inquiry, whole systems thinking, and related topics
  • Previous experience in management learning projects from design to implementation
  • Strong planning, organization, strategic thinking, relationship building, project management, and problem-solving skills
  • Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
  • Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints
  • The ability to obtain and maintain USAID/USG Facility Access
  • Commitment to, and experience in, integrating diversity, equity, inclusion, belonging, and accessibility
  • Willingness to successfully work in an environment committed to appreciative, strengths-based approaches
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Experience working with international organizations, such as the UN System, US Government, NGOs, and the private sector is required, but USAID experience preferred

Highly preferrable:

  • Knowledge of, and experience in, global public health strongly preferred
  • Experience working or living overseas and ability to travel internationally preferred
  • Fluency in language(s) other than English desirable
  • Experience designing and implementing 508 compliant activities preferred
  • Experience with designing and facilitating organizational development activities preferred
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working, including sensing, ideating, prototyping, implementing, evaluating, and communicating

Estimated Pay Range for this Position

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current pay range is $89,233-$109,154
