The Senior Financial Analyst is responsible for ensuring compliance with the US government, foreign government embassies, and aid agencies (such as FCDO, Sida, GAC, etc.), foundations, other multi-lateral entities, etc. organizational regulations relating to the financial administration and management of NDI’s grants, awards, and contracts. The position serves as the primary point of contact for program staff in assisting with overall project/grant financial administration and management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Review grant proposal budgets, grant agreements, and modifications for compliance with NDI policies and donor regulations such as USAID, US Department of State, National Endowment for Democracy, and various foreign governments.
  2. Assist in negotiations and communications with donors on grant terms.
  3. Prepare financial reports and cash drawdowns to donors.
  4. Review monthly reports of grant expenses and assist program staff with budget-related issues.
  5. Communicate with program staff on a regular basis regarding financial management of their country programs.
  6. Provide training to program staff on grant financial management issues such as effective budgeting, preparing expenditure forecasts, cost allocations, and reading and analyzing monthly reports of grant expenses.
  7. Review closeout files for approval as well as maintain appropriate files.
  8. Assist with the preparation of audit schedules and reports for NDI’s Board of Directors.
  9. Coordinate with the other units of Accounting, such as General Accounting, and International Accounting and Subgrants.
  10. Assist with department policies and procedures development, including contributions/ updates to the internal portal site, etc.
  11. Backstop the Grants Manager as required
  12. Other assignments as necessary.

SKILLS AND ABILITIES:

  1. Use judgment and decision-making to execute responsibilities and duties.
  2. Work independently with initiative to manage conflicting priorities, high volume, and sensitive workflow.
  3. Analytical and problem-solving skills with the ability to identify and resolve essential elements of complex project management issues.
  4. Ability to act in an advisory capacity with program staff on financial matters related to grants and cooperative agreements.
  5. Ability to analyze budgets, define problems, and draw valid conclusions.
  6. Demonstrated ability to read, analyze, and interpret donor and federal regulations such as the Uniform Administrative Requirements (UAR), formerly OMB Circulars A-110, A-122, and A-133, as they relate to the financial administration of grants and cooperative agreements.
  7. Knowledge and experience with pricing and reporting for Time and Material contracts is a plus.
  8. Capability to work independently and as part of a team.
  9. Perform detail-oriented work with a high level of accuracy.
  10. Develop and implement effective strategies and tactics for accomplishing assigned duties.
  11. Interact with diplomacy and tact and follow-up on requests in a timely and efficient manner.
  12. Participate in professional Accounting activities and events to stay current with best practices.
  13. Use management principles to effect change and enhancements.
  14. Demonstrated written and verbal communication skills to effectively present information, strengthen capacity, respond to questions, and write reports, policies and procedures, and other critical documents.
  15. Expertise with PC-based word processing systems, spreadsheet applications, and computerized accounting systems such as Deltek Costpoint. Report writing skills using Cognos or other applications are a plus.
  16. Ability to work with Google Apps (Google Docs, Gmail, Calendar, and Google Drive).

EDUCATION/EXPERIENCE:

BS/BA in Accounting, Finance, Business Administration, or related field, and 5 years relevant experience; Additional years of relevant work experience may be substituted for the educational requirement on a one-for-one basis.

TYPE AND NATURE OF CONTACTS:

  1. Routine coordination with NDI employees and external individuals, mainly donors and partners.
  2. Coordinate work assignments with colleagues, and organize work efficiently.
  3. Interact with NDI management.
  4. May administer work tasks of one or more staff members.

COMMENTS: To comply with tax and legal obligations, all candidates for DC-based positions must reside in Maryland, DC or Virginia. While there may be flexibility for remote/hybrid work environments, candidates must be residents of MD, DC or VA or relocate prior to the start of employment at NDI.

This is a union position to be represented by the Office and Professional Employees International Union (OPEIU) Local 2.

As a result of COVID19, this position will start in a remote capacity. However, when the office re-opens, this position will be based in our Washington, DC office.
