Position: Senior Finance Officer – Jordan

Location: Amman , Jordan

Type/Duration: Full-time, 12 months with possible extension

Reports to: Direct Report to Regional Finance Manager in collaboration with Senior Finance Officers, CM, PLs

SPARK is looking for a Senior Finance Officer (SFO) who has excellent knowledge of Financial Accounting, Project Accounting, and Management Reporting. The SFO is expected to be service-oriented, calm under pressure, an independent planner with good communication skills, and a good team player. He should have experience and knowledge to build the capacity of the finance team.

Under direct supervision of the Regional Finance Manager (RFM)and in close coordination with the Regional Programme Manager (RPM), Country Manager(CM) and the local team. The Senior Finance Officer is responsible for effective and accurate financial and accounting of SPARKs programme in Jordan. Furthermore, the Senior Finance Officer will ensure compliance, managing financial risks, auditing and timely financial reporting to donors under the Programme. This also includes the budget follow-ups, cash management, implementation of SPARK’s operational and financial management strategies and procedures and partnership finance management.

Job Description:

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Reviews, controls and finalize all payment requests received from Procurement and program departments
  • Records all related transactions into accounting software (Exactonline)
  • Archive all finance folders in line with local law and donor obligations.
  • Archive all payment voucher into the accounting software and drive per instruction from the RFM
  • Responsible for month-end accounting process, like as an example, Bank & cash Rec, B.S Rec, Intercompany-Interregional account between HQ, Jordan and other countries offices….
  • Ensure monthly payroll (Salaries, social security premium and income tax) payments are being done on their due dates, and preparing the needed reconciliations.
  • Ensure financial compliance with the SPARK and donor regulations and procedures;
  • Prepares and submits the projects’ financial reports to RFM and HQ within the deadlines donor requirements;
  • Prepares budget versus spending, performs analysis and informs RFM & CM for any (potential) over/underspent, and suggests solutions to overcome these variances.
  • Contributes to budget reallocations and if needed no-cost extension requests;
  • Reviews all potential implementing partners’ proposals (mainly budgets) and be part of any selection committee for partner selection.
  • Arranges Kick-off meetings with local implementing partners after signing agreements.
  • Reviews financial reports and supporting documents of our implementing partners on monthly basis and do a balance confirmation with implementing partners quarterly.
  • Provides technical support and/or trainings to local partners in budget preparation, forecast and revision process, reporting on these budgets, consistency and compliance, and preparation for external audits when needed.
  • Suggests and develops tools, formats and templates for an effective, transparent and consistent financial management as well as decision-making and strategic planning purposes;
  • Assists Country Manager with annual budgets and monthly cash flow projections and ensures financial resources availability in the country offices, in coordination with RFM;
  • Works closely with the certified public accountant to ensure compliance with local law such as preparing and submitting Spark’s annual financial reports to the government bodies
  • Assists in preparation for the SPARK audit, including preparing assigned audit scheduled and gathering other information as needed.

Requirements and Skills

  • BA in Finance, Accounting, Economics, or relevant field.
  • At least 3 years of experience in finance andin accounting
  • Experience with financial management systems and procedures.
  • Knowledge of financial accounting principles and practices.
  • Ability to review financial documents for errors or discrepancies.
  • Attention to detail and accuracy in financial record-keeping and reporting.
  • Familiarity with donor-funded projects and grant management.
  • Knowledge of Local and donor audit tracking and principles
  • Proficiency in Microsoft Excel and other relevant accounting software.
  • Strong analytical and problem-solving skills.
  • Commitment to upholding ethical standards and integrity in financial practices.
  • Strong Communication and interpersonal skills
  • Full professional proficiency in English.
