Expertise France (EF) is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects.

The Syrian conflict is having a devastating and lasting impact on Syria and across the region. With the conflict almost entering its ninth year, the needs of the affected populations for assistance, including 13.1 million people inside the country and more than 5.6 million refugees plus their overstretched host communities in neighboring countries, are of an unprecedented scale. In 2013, the Syria crisis has transformed itself from a humanitarian emergency to a multidimensional and protracted crisis directly affecting several countries in the region – mainly Lebanon and Jordan, but also Iraq, Turkey and Egypt – whose social and economic capacity to deal with the ever growing influx of refugees is all but exhausted. All actors involved in the response agree that this massive challenge requires a comprehensive regional response not only including humanitarian aid but also longer-term structural support to host countries and communities, especially as no political solution to the crisis is in sight in the short-term.

Many communities inside Syria are facing disrupted humanitarian support and quickly deteriorating public services and infrastructure. In that context, and since 2013, Expertise France has developed and manages direct stabilization projects to conflict-affected communities in Syria, in particular through support to civil society organizations.

  1. Project background

Expertise France (EF) has been implementing direct non-humanitarian assistance programmes in Syria Since 2013. In this framework, EF develops and manages direct stabilization projects to conflict-affected communities in Syria through support to NGOs and CSOs with whom EF builds strong partnerships. Expertise France’s fields of intervention cover the following sectors: agricultural support, economic recovery, vocational training, and health.

Expertise France is about to commence the second phase of the SABIR project in North-East Syria. This project aims to improve the stabilization process in northeast Syria and foster the resilience of Syrians by supporting the recovery of essential services and local economy and strengthening the capacity of civil society in the area of Al-Kesrah.

This project will follow a holistic approach in the design of activities, taking into account the links and exchanges between sectors, local areas, and stakeholders. The activities of this project will be carried out locally by CSOs and CBOs.

The project will focus on:

  1. Improving access to essential services.

  2. Contributing to creating income-generating opportunities.

  3. Building capacity of partnered CSOs/CBOs.

It will include but not be limited to the following activities:

1) rehabilitation of networks (electricity, water, etc.), public infrastructure (schools, parks, etc.), clearing of facilities, etc;

2) Livelihoods and early recovery:

  1. a) agricultural and food security (provision of inputs, seeds, livestock development, agricultural engineering, quality standards, environmental principles, etc.);

  2. b) technical vocational and educational training (providing trainings, access to expertise, start-up finance for businesses, income-generating activities);

3) Civil society organizations mentoring, institutional and organizational capacity building.

  1. Job Description / Assignment

Under the direct supervision of the M&E Advisor in Erbil and in close coordination with the Project manager, the incumbent will be responsible for overall M&E activities in NES, particularly SABIR project. He/she will carry out the following activities.

  • Strengthen monitoring and evaluation procedures and systems with direct guidance from M&E Advisor through ensuring implementation of standard EF M&E systems and procedures.
  • Ensure the partners’ M&E frameworks are developed and updated as per each granted project.
  • Develop Indicators Performance Tracking Table (IPTT) as per the logical frameworks for each partner and overall project.
  • Support and facilitate conduction of any external evaluation missions and monitor the follow up of evaluation recommendations.
  • Act focal point for all M&E-related activities at field level and ensure a regular response to different requirements.
  • In coordination with partners, update IPTTs on a regular basis, and perform follow-up corrections when needed.
  • Develop M&E tools for data collection and measure of indicators.
  • Provide quality data control across EF partners and ensure the data is accurate and reported correctly.
  • Collect qualitative data collection and generate monitoring report accordingly.
  • Conduct monitoring site visits to different project location activities to measure performance against the work plan.
  • Ensure the accountability systems is in place responding to beneficiaries, partners and donors requirements.
  • Conduct reviews, learning events, surveys at project locations.
  • Facilitate information sharing and learning between EF and relevant stakeholders.
  • Support the development of a proper and effective data management system.
  • Support Project Manager on research, baselines, data collection tools and analyse logical frameworks to ensure high impacting data is collected.
  • Conduct coaching/ mentoring for M&E staff of EF partners through on the job coaching.
  • Work closely with M&E and program team to ensure discrepancies in data are resolved by using standard procedures.
  • Support project team in any request for information or any ad-hoc verification visits.
  • Coordinate closely with EF partners, in coordination with EF project and M&E teams, to ensure the data received is up to date.
  • Ensure M&E tools are in place and in use for each activity of the project accordingly.
  • Any other duties assigned by supervisor.

  • Technical Skills, Experience & Knowledge

  • Relevant university degree in Social/Political Sciences, Development Studies, Geography or similar, ideally related to humanitarian/Stabilization sectors

  • At least 3 years of experience in similar capacity with well-developed skills in Monitoring, Evaluation, Reporting and capacity building in emergency and development contexts. INGOs experience is an added advantage.

  • Sound knowledge of international donors’ procedures

  • Experience in building staff capacity technically

  • Solid operational knowledge of qualitative and quantitative data collection methodologies

  • Proven data management software (Kobo toolbox tool. proven experience in managing large data sets/statistics, extensive knowledge of excel, Power BI and GIS)

  • Good analytical, graphic design, writing and reporting skills.

  • Fluency in written and spoken in Arabic and English.

  • Extensive experience in communicating research and learning in an emergency context

  • Willingness and ability to provide remote training to local partner organizations

  • Experience setting up remote monitoring mechanisms
