Job Title: Senior Family Health Technical Advisor

Overview:

The USAID/Ghana Health, Population and Nutrition Office (HPNO) oversees a complex, $85 million portfolio. The Office is made up of five teams: Family Health; Malaria; Health Systems Strengthening; HIV/AIDS; and Nutrition and Social Protection. The HPNO is currently tasked with designing and rolling out new activities following the launch of the Mission’s new Country Development Cooperation Strategy (CDCS) 2020-2025. The HPNO has several priorities over the next several months. Firstly, the Office is rolling out up to six new activities – all at different stages of procurement and implementation that require close management and technical oversight. The Office has also initiated the design of a new maternal, newborn and child health activity that aligns with Ghana’s new Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH+N) strategy 2020-2025.

Responsibilities

The Senior Family Health Technical Advisor (Senior Advisor) will engage daily with the team members and Office leadership to develop, manage, monitor, and evaluate USAID/Ghana health activities. The Senior Advisor will contribute to strategy development and apply Agency and technical guidance to programming. The Senior Advisor may also liaise with support offices, specifically: Acquisition and Assistance, Program Development, Financial Management, and Legal, to implement the Mission’s various processes within the program cycle. They will review and draft analytical content for strategies and program descriptions/scopes of work for new awards. During the performance period, the Senior Advisor will advance HPNO priorities, particularly through support of staff recruitment; the development of a maternal and child health investment strategy; strategic planning and the design and procurement of new programs as needed.

Essential Duties/Tasks and Responsibilities:

Strengthen effective management of existing HPNO Family Health portfolio:
• Draft, review and provide technical contributions to strategy, program design and procurement documents.

• Review and advise the development of implementing partner work plans.

• Mentor team members on routine products such as memos, press releases, site visit plans, program updates, speeches for the Office Director, Mission Director and/or Ambassador, routine program cycle processes (e.g., operational plan, performance plan and report) and USAID/Washington requests. Review and ensure submission of high-quality written products.

• Develop tools, draft memos, and other products as a non-voting member of technical evaluation committees for new programs.

Improve technical advice and support to the design and procurement of new Family Health programs:
• Provide advice within and across the office on family health programming.

• Prepare and explain analyses of country data to guide programming decisions.

• Contribute to data analysis and other data products to strengthen program M&E.

• Regularly brief Office and Mission leadership and support offices on health sector and portfolio developments.

• Support the teams’ host-country engagement, coordination, and technical leadership to ensure alignment of USAID and host-country priorities.

Increase support to HPNO’s human resource management:

• Mentor and guide staff to effectively manage daily tasks, including implementing partner and budget management.

Improve collaboration with, and learn from, other HPNO teams and programs:
• Work with other HPNO teams (HSS, WASH, Malaria, HIV, Nutrition and Social Protection) and understand how all the other teams and activities come together under the HPNO strategy.

• Identify areas of synergy and integration with other HPNO teams and activities in the implementation of Ghana’s CDCS.

Qualifications

Minimum Requirements:

  • Minimum 13 years of relevant technical experience with master’s degree or a minimum of 15 years of relevant technical experience with bachelor’s degree.
  • At least 10 years’ experience managing maternal and child health programs, preferably at USAID missions.
  • Strong technical expertise in at least two areas of family health (maternal, newborn and child health), nutrition and/or social protection.
  • Experience with mentoring high-performing teams.
  • Excellent written and oral communication skills.
  • Ability to travel domestically and internationally as needed.
  • Oral and written fluency in English required, fluency in another language preferred.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
