The Center for Victims of Torture is hiring a Senior Evaluator and Researcher who is responsible for conducting and/or advising others on high quality research and/or evaluation. This position will work on one or more projects that focus on advancing human rights and justice-related objectives. This position will collaborate on the advancement of evaluation and/or research, using knowledge gained through evaluation and research for program design, and disseminating results to advance knowledge in the field. The portfolio of programs is dependent upon specific areas of knowledge and skills of the Senior Evaluator and Researcher, as well as the needs of the programs.

CVT is currently hiring for a portfolio focused on protecting human rights, promoting accountability for violations, and advancing transitional justice that is survivor-centered and trauma-informed. This position will lead evaluation and research on several projects in this area and will also contribute subject matter expertise to advance this programming.

Position Details:

  • Reports to: Director of Evaluation & Research
  • Remote status: 100% remote
  • Pay starts at: $89,654 for candidates located in the USA; candidates outside of the USA will be compensated at a rate that is competitive in their location.
  • Position is open to candidates who reside in and are eligible to work in the US and will not need CVT to sponsor them on a work visa, and candidates located in Ethiopia, Jordan, Kenya or Uganda who are authorized to work in the country in which they are located.

Organization:

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa and the Middle East.

Responsibilities:

  • Strategic Advancement of Evaluation and/or Research: Strategic Advancement of Evaluation and/or Research: Contribute to internal and external thought leadership related to human rights and justice-related objectives. Consult with internal and external stakeholders on the strategic development of programming, including integrating an evidence-based approach into decision-making. Advise program leaders on the implications of evaluation and research findings for programs. Collaborate on strategic resource development, including establishing and advancing partnerships and developing proposals for new areas of programming within portfolio. Analyze data, develop reports, and publish and present on findings from program evaluation and research to advance knowledge about torture treatment, trauma, human rights advocacy, or other relevant fields.
  • Implementation of Evaluation and/or Research: Take a lead role in implementing evaluation and/or research on a portfolio of projects in line with areas of expertise, through directly implementing activities and/or providing direct support and technical advising to others. Consult with the appropriate Evaluation and Research Leads on approaches to evaluation and research for the relevant content areas, required/recommended tools and indicators, and review of major products/deliverables.

Dependent upon portfolio, evaluation-related responsibilities may include implementation of and/or advising others to: develop and implement monitoring and evaluation plans in accordance with program designs; develop and implement tools and systems for collecting, maintaining, and analyzing data; develop the technical capacity of local monitoring and evaluation staff within CVT and/or partner organizations; deliver trainings on program monitoring, evaluation, and research; assess current practices continually and recommend enhancements to existing practices; utilize relevant data for program learning; contribute to regular donor and/or CVT reports for assigned programs; conduct annual site visits to assigned program sites; contribute to proposal development for ongoing support of programming.

Dependent upon portfolio, collaborate with program staff and research and evaluation staff at CVT and/or partner organizations to design and implement research to evaluate the effectiveness and impact of projects and interventions and other topics with applied relevance to CVT’s mission. Dependent upon portfolio, serve as principal investigator to manage projects, supervise staff, analyze data, and disseminate results.

Qualifications:

Required education, experience, certificates, licenses or registrations

  • Post graduate degree in a social science or a related field (e.g. psychology, human rights, sociology), with an emphasis on rigorous evaluation and research methods
  • Five years of professional experience in applied research, monitoring, evaluation, and learning related to torture treatment, capacity development, and/or justice and human rights projects
  • Demonstrated experience with a range of research and evaluation methodologies, including quantitative and qualitative approaches to data collection and analysis, and relevant software
  • Demonstrated experience developing data collection tools and processes
  • Demonstrated experience developing monitoring, evaluation, and learning systems
  • Demonstrated experience engaging teams of people with diverse backgrounds and working in intercultural settings

Preferred education, experience, certificates, licenses or registrations

  • Doctoral level training in a social science or a related field, with an emphasis on rigorous evaluation and research methods
  • Record of contributions to relevant fields of knowledge through publications, presentations, or other means
  • Demonstrated experience integrating racial, gender and social inclusion principles into MEL
  • Demonstrated experience working with refugees and/or survivors of torture or other gross human rights violations
  • Demonstrated success writing or collaborating on proposals, including designing evaluation for programmatic proposals and developing proposals for research or evaluation projects
  • Demonstrated success translating technical evaluation and research findings for donors and other stakeholders
  • Demonstrated experience in the interpretation of research findings for use in applied settings
  • Demonstrated experience coaching, training, or mentoring others in technical evaluation and research areas
  • Demonstrated experience working with multidisciplinary program teams
  • Additional years of professional experience in applied research, monitoring, evaluation, and learning related to justice and human rights projects

Competencies (knowledge, skills and abilities)

  • Subject matter expertise in transitional justice, human rights, peacebuilding, or related fields.
  • Ability to conduct and advise in quantitative methods and statistical analyses, including multivariate inferential statistical tests and psychometric analyses, and to create reproducible syntax to manage, manipulate, and analyze data using statistical software
  • Ability to conduct and advise in qualitative methodological design, data collection, and analyses
  • Ability to develop dissemination products for monitoring and evaluation (M&E) results in various forms (e.g., reports, presentations, action learning teams, rapid feedbacking sessions) for audiences with varying levels of familiarity with MEL concepts
  • In addition to fluency in English (required), fluency in Spanish, Kiswahili, French or Arabic is preferred
  • Ability to engage substantively in team processes, including:
    • Technical and ethical consultation and peer review
    • Giving, receiving and implementing feedback regarding technical products
    • Ability to develop and maintain professional, collaborative relationships
    • Ability to communicate effectively in writing and verbally
  • Commitment to engaging in human rights work, and diversity, equity and inclusion efforts within the organization
  • Working knowledge of Microsoft Office suite (Outlook, Word and Excel)
  • Excellent skills in organization, attention to detail and time management (including the ability to meet deadlines)
  • Ability to manage workflow in complex programs or projects with competing demands

Supervisory Responsibilities:

  • No administrative supervision responsibilities
  • Technical supervision of monitoring and evaluation field staff or coordinators (dependent on portfolio)

Work Environment (subject to change):

  • Typical office environment
  • Time spent on the computer is approximately 85-100%
  • Time spent in virtual meetings is approximately 50%
  • Travel in the US and internationally including to locations that may be remote and lacking in amenities, up to 35% time. If travel requires it, must be able to present valid COVID-19 vaccination credentials or adhere to entry and exit requirements for international travelers.
