Job Title: Senior Evaluation Specialist

Department/Location: Bamako, Mali

Reports To: Chief of Party or other personnel as designated

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview: IBTCI is currently seeking a Senior Evaluation Specialist for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events. This position is contingent on award and is open to third country nationals and local nationals only.
Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Design, oversee and coordinate all activities related to evaluation services and for ensuring production and completion of quality reports, in conformance with the award SOW and all USAID evaluation requests.
  • Ensure that all technical personnel for individual activities have the appropriate technical knowledge and expertise on monitoring and evaluation related to their technical areas through capacity assessments and building activities including training and after action reviews.
  • Responsible for the design, quality control, development and completion of all assessments, analytical reports and evaluations.
  • Oversee, recruit for, and participate in evaluations, assessments, and baseline surveys throughout the life of the contract.
  • Ensure the short-term technical experts and evaluation team members recruited are of a high caliber and possess required technical expertise.
  • Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks as needed.
  • Responsible for high quality and timely hard and soft deliverables including evaluation work plans, inception reports, evaluation design, Survey Briefings, Evaluation Reports and Presentations.
    Qualifications

Minimum Requirements:

  • At least 8 years of relevant prior experience evaluations preferably in Africa. At least 5 years of project management experience.
  • Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to evaluations is a plus.
  • French Level III (General Professional Proficiency) and English Level III (General Professional Proficiency).

Preferred Knowledge, Skills and Abilities:

  • Project or program management, with remote management experience a plus.
  • Previous experience on a USAID-funded award.
  • Have knowledge and experience in performance and impact evaluation designs, methodologies and practical applications, including baseline data collection methodologies.
  • Prior experience working in Mali preferred.

Education: Master’s degree in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required

Working Environment: Work is typically performed in an office environment.

Supervisory Responsibilities: This position does have supervisory responsibilities.

Travel: Domestic and international travel may be required and may include travel to fragile and/or conflict-prone zones.
