Senior Education in Emergency Technical Adviser

ROLE PURPOSE:

Following the start of the conflict in Ukraine, millions of people fled and being displaced inside Ukraine and to neighbouring countries. SC is scaling up a programmatic response with local civil society partners and municipalities. The programme provides education, IYCF, child protection and psychosocial support to those in need and a cash and voucher assistance.

The overall aim of the EiE Senior TA will be to lead on sectoral assessment, program development related to education, contribution to updating master-budget, coordination and support with fundraising and program development, recruitment of education staff as needed and procurement of education items, liaising and linking with other sectors as appropriate. The person will also provide technical support to ensure quality of the program and its implementation and ensure integration with other sectors including that of cross cutting areas like gender and inclusion, disability, MHPSS etc. In most circumstances, the post-holder will be expected to mentor and/or capacity build existing country programme staffs and partners as necessary.

The role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Location: One of the Area Offices with roving inside Ukraine.

Key Areas of Accountability:

Programme Design and Strategy:

  • Lead on technical needs assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Work closely with the PDQ manager, Deputy Team Leader- Programmes to update education sector response plan and master budget on regular basis and to contribute to Save the Children’s overall response strategies (short and long term) ensuring that it is compatible with both the overall Education Sector Strategy (facilitated by the Education Cluster).
  • Work closely with the PDQ manager, DTL- Programmes and NBD team to support fundraising for education sector, including development of high-quality concept notes and proposals, and engagement with RO, member and donors’ technical advisors.
  • Work closely with T4D team to ensure appropriate design and implementation of digital learning and continues online education.
  • Support Ops team- Education Program Manager in development of detailed implementation plans (DIPs) and programme donor reports on project activities in compliance with internal SC as well as donor requirements.
  • Work closely with the HR team, identify technical staffing needs (both national and international) for emergency programmes, and ensure rapid recruitment, induction and training of new staff.
  • Identify and strengthen integrated programming.
  • Maintain close collaboration and coordination with the Ministry of Education and Science in Ukraine (MESU) to ensure that education interventions are in line with the ministry priorities and needs.
  • Support MEAL team and contribute to M&E plans in case of need in close coordination with Ops education team. Use MEAL data to inform strategy and technical support.
  • Work closely with the Accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies.

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff and those with little or no humanitarian education experience;
  • Design and deliver contextualized capacity building activities on EiE for program and PDQ education staff and partners;
  • Review and adapt SC technical methodologies and tools on Education and EiE, work closely with RO and members’ education teams.

Representation & Advocacy & Organisational Learning:

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums (including the Education cluster), ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups.
  • Work closely with the Education Cluster and other coordination groups on education to support its advocacy efforts bring in EiE related issues and concerns from the field as and when needed.
  • Take steps to document evidence and lessons learned for wider dissemination.
  • In collaboration with SC Advocacy colleagues, feed in learning, experiences and evidence to relevant regional and global advocacy objectives.
  • Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

QUALIFICATIONS AND EXPERIENCE

Essential

Significant experience working in an emergency response contexts or fragile states (Category 1-2)

  • Education to MSc/MA/MEng level in a relevant subject or equivalent field experience;
  • Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes in emergencies for international NGOs;
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards);
  • Previous experience of leading and managing a team;
  • Experience of and commitment to working through systems of community participation and accountability;
  • Demonstrated monitoring and evaluation skills;
  • Ability to work both in an advisory and a hands-on implementation capacity;
  • Proven capacity to supervise, train and coach staff;
  • Experience of representation, including Cluster coordination, and ability to represent SC effectively in external forums;
  • Experience of preparing successful funding proposals for donors;
  • Excellent written and verbal communication skills;
  • Strong influencing skills and experience in advocacy;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • A high level of written and spoken English;
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

Language skills in Ukrainian and/or Russian

Experience or knowledge of working and living in relevant regions/contexts

Good working knowledge of the Education Cluster and Information Management System;

Specific experience of designing and managing ECW, DFID, ECHO and UNICEF projects

Specific experience in working with partners and partner-led implementation

Specific experience of designing and working in inter-agency/ consortia projects.
