Overview of Position
Somalia is entering a consequential timeframe where movement on key political, development & security objectives is critical to deepening stability & progress. The President will prioritize a national policy agenda to progress the peace & stability of the country, requiring a more holistic approach to address key issues around inclusive politics, including constitution, federalism, security & fiscal policy. To achieve this, the President will need a team of Advisors that can translate high level policy goals into appropriate mechanisms & processes to tangibly improve the lives of Somalis.

Role Objectives
The Senior Economic & Fiscal Advisor will:

  • Advise on the development of fiscal policy & financial governance reforms in the country, identifying & resolving issues & escalating them to the relevant government bodies.
  • Advise on & support the development of fiscal federalism policy & agreements, working with all relevant stakeholders within the Federal Government of Somalia (FGS) & Federal Member States (FMS).
  • Provide briefings & recommendations on progress in the areas of fiscal policy & financial governance to the President.
  • Highlight to the President areas where significant policy gaps exist & make recommendations to ensure gaps & corrective policies measures are undertaken.
  • Provide technical advice & maintain regular contacts with the Ministry of Finance on fiscal policy & financial governance issues, including Public Financial Management (PFM) reform, use of country systems, debt relief & the engagement with International Financial Institutions (IFIs).
  • Advise & support on the overall roadmap & strategy for debt relief for the Somali government, including government readiness for post Heavily Indebted Poor Countries (HIPC) completion point.
  • Support the Office of the President in coordinating the national level dialogue on political agreements, including the design of dialogue structures, laying out the vision & linking technical support to these high level discussions.
  • Translate the political outcomes of these high level discussions into technical options that can be implemented.
  • Coordinate & monitor the performance of these outputs to ensure implementation by various government entities.
  • Troubleshoot as needed to address bottlenecks to progress.

Project Reporting

  • This role reports to the Project Manager.

Key Competencies

  • Master’s Degree in Economics, Finance, Public Administration, or a related field.
  • At least 7 years of relevant experience in economic & fiscal policy advising, particularly in developing economies.
  • Experience with financial governance reforms & fiscal federalism is desirable.
  • Demonstrates a track record of achieving complex objectives, overcoming obstacles & finding solutions to challenges.
  • Results driven, with the ability to maintain focus on overarching goals while managing day to day tasks.
  • Ability to understand complex financial & economic trends & apply this understanding in the development of fiscal policies.
  • Skilled at risk assessment & mitigation.
  • Strong networking skills, with the ability to form & maintain partnerships with relevant stakeholders including government entities, international financial institutions & others.
  • Ability to foster a culture of innovation & learning within the organization.
  • Encourages the exploration & adoption of best practices & cutting edge approaches in economic & fiscal policy making.
  • The advisor will work closely with the Ministry of Finance & other relevant government bodies, as well as liaise with international financial institutions & partners.

Team Management

  • Team management responsibility is desired for this role.
